Duterte waged a phoney war on illegal drugs to project the image of the strongman who can make quick fixes through mass murder, to cause mass intimidation by inciting and inducing the mass murder of thousands who are poor and to consolidate and strengthen his own crime family with him as capo di tutti capi (chief of all chiefs), lording over drug lords (including his own son Paolo and his compradre Peter Lim), drug producers and smugglers and drug protectors at the level of governors and generals. Thus, the drug problem has grown bigger under the Duterte regime.

Duterte is trying to apply the mass murder method of Oplan Tokhang in his scheme to wipe out the revolutionary movement of the people and consolidate his fascist dictatorship. But the revolutionary movement has promptly exposed the scheme and has adopted the strategy and tactics to thwart and defeat it. Duterte´s propensity for mass murder and vulgar and demagogic propaganda is fast discrediting him, especially because of rampant corruption, criminality of the military and police and the soaring prices of basic goods and services.
