SUPREME COURT ADMINISTRATIVE CIRCULAR NO. 9-92
SUBJECT : Republic Act No. 7636, Repealing Republic Act No.
1700, as Amended (Anti-Subversion Act)
TO : All Judges of the Regional Trial Courts, Shari'ah District
Courts, Metropolitan Trial Courts, Municipal Trial Courts in Cities,
Municipal Trial Courts, Municipal Circuit Trial Courts and Shari'ah
Circuit Trial Courts
R.A. No. 1700, as amended, otherwise known as the Anti-Subversion
Act, is now repealed by R.A. No. 7636, which took effect on October
11, 1992.
R.A. No. 7636 provides as follows:
"AN ACT REPEALING REPUBLIC
ACT NUMBERED ONE THOUSAND SEVEN HUNDRED, AS AMENDED, OTHERWISE
KNOWN AS THE ANTI-SUBVERSION ACT"
Be it enacted by the Senate and House of Representatives of the
Philippines in Congress assembled:
Sec. 1. Republic Act Numbered One Thousand Seven Hundred (R.A.
No. 1700), otherwise known as the Anti-Subversion Act, as revised
by Executive Order Numbered One Hundred Sixty-Seven (E.O. No.
167) and subsequently amended by Executive Order Numbered Two
Hundred Seventy-Six (E.O. No. 276) is hereby repealed.
Sec. 2. This Act does not in any manner repeal, amend or modify
the provisions of the Revised Penal Code.
Sec. 3. Presidential Decree Nos. 885, 1738, 1835 and 1975 remain
repealed, and all other laws, presidential decrees, letters on
instruction, and other issuances, orders, rules and regulations
inconsistent with this Act are hereby likewise repealed.
Sec. 4. This Act shall take effect fifteen (15) days after its
publication in two (2) national newspapers of general circulation.

This bill, which is a consolidation of Senate Bill No. 508 and
House Bill No. 818, was finally passed by the Senate and the House

All Trial Court judges are therefore, hereby directed to give
preferential attention and to act with dispatch on all cases/motions
relative to the release of persons detained or serving sentence
for violation of R.A. No. 1700.
Strict compliance is hereby enjoined.
