While there is no genuine land reform, the landlord class and plantation companies are ultimately the main beneficiary of free irrigation under conditions of high land rent from tenants, low wages for farm workers and public expense for the maintenance and possible expansion of irrigation facilities and for debt service to foreign creditors.
