Keynote Address to the UMA 4th National Congress

Dear Compatriots in UMA,

Thank you for inviting me to keynote the 4th National Congress of Unyon ng mga Manggagawa sa Agrikultura (UMA). I feel highly honored and delighted by this privilege and task.

As chairperson of the International League of Peoples’ Struggle, I salute and commend you for all your achievements in arousing, organizing and mobilizing the farm workers and landless peasants. We admire all your courageous struggles and brilliant victories in fighting for genuine land reform and improving the wage and living conditions of the farm workers.

We fully agree with your thematic call: Boldly expand and consolidate the UMA in the face of extreme poverty, exploitation and violence of the US-Duterte regime.” You must perform your political, organizational and campaign tasks in order to fight the intense exploitation and the state terrorism which the Duterte regime has unleashed to make more land available for plunder by foreign agricorporations and the local big compradors, landlords and bureaucrats.

Extreme Poverty, Exploitation and Violence

It is already abominable that the poor peasants and farm workers are deprived of land and suffer extreme poverty, exploitation and violence. This is the main problem in the semicolonial and semifeudal ruling system and genuine land reform as the solution is the main content of the people’s democratic revolution.

It is even more abominable that on top of the traditional feudal and semi-feudal exploitation and oppression of the land-tilling masses are the neoliberal policy and systematic violence which is being carried out by the US-Duterte regime in order to tighten the system of exploitation and oppression of the toiling masses, especially the poor peasants and farm workers.

Duterte’s overall purpose is to do away with all kinds of opposition in order to establish a full blown fascist dictatorship. He prepares for this by rigging the May 2019 elections to get the necessary number of senators and keeping the option of imposing on the people martial nationwide martial law whether formally proclaimed or de facto.

He is hell-bent on railroading charter change to a bogus kind of federalism that concentrates powers in his hands as fascist dictator and that allows him to handpick his regional and provincial political agents from among his fellow big compradors, landlords and bureaucrats.

He is after absolute power in order to amass personal wealth and protect himself from his criminal liabilities as a traitor selling out the sovereign rights and national patrimony to both US and China as imperialist powers, inciting the reactionary military and police to engage in mass murder and engaging in the most scandalous forms of corruption.

The Duterte regime is well aware that the countryside is the main battleground of his counterrevolutionary side of oppressors and exploiters on one side and the revolutionary forces and the majority of the people on the other side. The land and natural resources are the big prize for the foreign and local exploiters.

Thus the regime has deployed the main units of the reactionary military and police in the countryside in order to seek the destruction of the revolutionary forces and to be able to dispose of the land and natural resources for the benefit of foreign corporations and the local reactionary forces and at the expense of the poor peasants, farm workers and the indigenous peoples.

The armed minions of the regime are perpetrating all kinds of barbarities: bombing communities, massacres, extorting from the people, destroying the crops, forcing the people to evacuate and burning or occupying their homes, schools, clinics, meeting halls and other social facilities.

The methods of Oplan Tokhang in urban poor slums are being applied in the rural communities under Oplan Kapayapaan. The people are called to meetings and made to sign attendance sheets. Then, these are misrepresented as lists of surrenderers and subsequently used by the military to murder anyone at will for cash rewards.

As in the case of Atty. Ben Ramos and many UMA and KMP organizers, social activists who advocate human rights, just peace, land reform, higher wages for the farm workers, respect for the ancestral domain of the indigenous peoples and the protection of the environment are being red-tagged and being framed up for murder as “terrorists”.

Imperialist Plunder through Agribusiness Venture Arrangements

I am glad that back to back with your congress, you are holding a conference on imperialist plunder through the expansion of plantations under agribusiness venture arrangements (AVA). The expansion of plantations has deprived millions of peasants of land and impoverished them and yet 1.6 million hectares more are being targeted for plantation expansion, especially in Palawan, Bohol, Ilocos and Negros.

This AVA scheme has previously facilitated unequal and false partnerships between agricorporations and agrarian reform beneficiaries. The AVAs have taken the form of joint ventures, lease contracts, build-operate-transfer deals, management contracts and production, processing and marketing agreements. These have been extremely favorable to agribusiness transnational corporations like Dole Philippines, Sumitomo Fruit (Sumifru) and Del Monte. Now a bill has been filed to institutionalize AVAs in land reform areas.

The AVAs have practically taken away land from the agrarian reform beneficiaries in large areas as well as the ancestral domain of indigenous peoples only to be used for mining, logging and plantations for export. And of course, there is the notorious method of “conversion” involving the reclassification of land subject to land reform to land for export-crop production, commercial, residential, shopping malls, tourist facilities and other nonagricultural purposes.

Ka Paeng Mariano has complained that during his short stint as DAR secretary Duterte frustrated his efforts to declare a moratorium on “conversions” and to determine how much land is still available for land distribution to the landless peasants and farm workers under the projected Comprehensive Agreement on Social and Economic Reforms (CASER) in the GRP-NDFP peace negotiations.

Duterte is engaged in gross deception when he claims to have distributed 60,000 hectares recently. In fact, he has been distributing documents requiring recipients to pay the unaffordable amortization fees before they can own the land. The bitter truth is that more than 90 per cent of so-called beneficiaries under the Comprehensive Agrarian Reform Program (CARP) have been unable to pay for the amortization fees in the last more than 30 years.

Land reform so-called under the US colonial regime or under any regime of the semicolonal and semifeudal, has always been bogus because land is bought at a high price satisfactory to the landlord but the supposed agrarian reform beneficiary is obliged to pay for the consequently high redistribution price and is without assistance from the state to raise the level of production and to get fair prices for his produce at the farm gate.

Thus, the agrarian reform beneficiaries become prey to all sorts of predators, such as the ubiquitous merchant-usurers and rich peasants who aspire to become landlords and landlords who wish to re-accumulate land. And of course the biggest vultures are the foreign agri-corporations and the local corporations owned by big comprador-landlords and corrupt bureaucrats.

So long as there is no genuine land reform coupled with national industrialization, the problem of landless peasants and the increasing ranks of farm workers competing for ever fewer farm jobs with less wages, will persist. The mounting surplus rural population is being driven to take odd jobs in both urban and rural areas. Without national industrialization, those exploiters who earn surplus income will channel it to big comprador-landlord operations and land accumulation.

Concluding Comments

It is important that in your Congress you renew your determination to expand and consolidate UMA in the face of the trend of fascism and the brazen acts of state terrorism and in the subsequent conference on Agribusiness Venture Arrangements you study and understand how more shrewdly in economic and legal ways the TNCs and local exploiters are aggravating the land problem and ruining the social and natural environment under the neoliberal policy regime of unbridled greed.

It is ironic and painful for the Filipino people to live in an agrarian country but have to suffer scarcity and rising prices of food staples from agriculture because the neoliberal policy is to favor agricultural production of palm oil, rubber, bananas and pineapples for export and the importation of food staples. This policy is ruining the food sovereignty and self-reliance of the Filipino people and the livelihood and lives of millions of peasants and farm workers.

We expect a further aggravation of the chronic crisis of the semicolonial and semifeudal ruling system, inflicting greater suffering on the oppressed and exploited workers and peasants but driving them to wage various forms of revolutionary struggle, especially the form of struggle than can bring about ultimately the end of the oppressive and exploitative ruling system. The imperialists and the local oppressors and exploiters have only themselves to blame for the growing strength and advance of the armed revolutionary movement.

We are confident that the broad masses of people will achieve victory in the new democratic revolution and build a social system that realizes national sovereignty, democracy, social justice, economic development through land reform and national industrialization, a patriotic, scientific and pro-people culture and international solidarity of all countries and peoples for peace and development.

Mga Kababayan sa UMA,

Salamat sa pag-imbita ninyo sa akin na magbigay ng susing talumpati sa ika-4 na Pambansang Kongreso ng Unyon ng mga Manggagawa sa Agrikultura (UMA). Lubos kong ikinararangal at ikinagagalak ang pribilehiyo at tungkuling ito.

Bilang Tagapangulo ng International League of Peoples’ Struggle, sumasaludo at pumupuri ako sa inyo sa lahat ng inyong nakamit sa pagpukaw, pag-oorganisa at pagpapakilos ng mga magbubukid na walang lupa at manggagawang-bukid. Humahanga kami sa lahat ng inyong magiting na pakikibaka at maningning na tagumpay sa paglaban para sa tunay na reporma sa lupa at pagpapahusay sa pasahod at kabuhayan ng mga maggagawang bukid laban sa mga asendero at agrikorposayon sa Luson, Bisayas at Mindanao.

Lubos kaming nakikiisa sa inyong panawagang tema: “Mapangahas na palawakin at patatagin ang UMA sa harap ng matinding kahirapan, pagsasamatala at karahasan ng rehimeng US-Duterte!” Dapat ninyong gampanan ang inyong mga tungkulin sa pulitika, organisasyon at kampanya upang labanan ang matinding pagsasamantala at pagpapahirap sa mga magsasakang walang lupa at manggagawang bukid at ang terorismo ng estado, na pakawala ng rehimeng Duterte sa layuning iatang ang pinalawak na lupain para dambungin ng mga dayuhang agrikorporasyon at lokal na malalaking kumprador, panginoong maylupa at burukrata.

Sistema ng Pagpapahirap, Pagsasamantala at Karahasan

Kasuklam-suklam na ang kawalan at pagkakait ng lupa sa mga maralitang magsasaka at manggagawang pambukid. Ito ang pangunahing problema sa malakolonyal at malapyudal na naghararing sistema at ang tunay na reporma sa lupa bilang solusyon ang pangunahing nilalaman ng demokratikong rebolusyon ng bayan.

Lalong kasuklam-suklam na pumapatong sa mga tradisyonal na pyudal and malapyudal na pagsasamantala at pagpapahirap sa masang nagbubungkal ng lupa ang neoliberal na patakaran at sistematikong karahasan na isinasagawa ng rehimeng US-Duterte para lalong higpitan ang sistema ng pagsasamantala at pang-aapi sa mga anakpawis, laluna ang mga maralitang magsasaka at manggagawang bukid.

Ang pangkalahatang layunin ni Duterte ay alisin ang lahat ng uri ng oposisyon upang itayo ang isang lantarang pasistang diktadura. Inihahanda niya ito sa pamamagitan ng pagmanipula ng eleksyon sa Mayo 2019 upang makuha ang kailangang bilang ng mga senador at mapanatili ang opsyon na ipataw ang Batas Militar sa pambansang saklaw na pormal na ideklara o de facto.

Pilit niyang ilalarga ang pagbabago ng saligang batas para sa isang huwad na pederalismo na magkokonsentra ng kapangyarihan sa kamay ng isang pasistang diktador at magbibigay dito ng kapangyarihang pumili ng mga pangrehiyon at pamprobinsyang mga ahenteng pampulitika mula sa kapwa niyang malalaking kumprador, panginoong maylupa at burukrata.

Nais niyang kamkamin ang absolutong kapangyarihan para magkamal ng personal na yaman at protektahan ang sarili sa mga kriminal na pagkakautang bilang isang traydor dahil sa pagbebenta ng soberanong karapatan at pambansang patrimonya kapwa sa US at Tsina bilang mga imperyalistang kapangyarihan, paguudyok sa reaksyunaryong militar at pulis upang magsagawa ng malawakang pamamaslang at paglahok sa mga pinakaiskandalosong anyo ng korupsyon.

Alam na alam ni Duterte na ang kanayunan ang pangunahing larangan ng labanan sa pagitan ng kontrarebolusyonaryong hanay ng mga mapang-api at mapagsamantala sa isang banda at ng mga rebolusyonaryong pwersa at mayorya ng mamamayan sa kabilang banda. Ang lupain at likas na yaman ang malaking premyo para sa mga dayuhan at lokal na mapagsamantala.

Kung kaya nakadeploy ang mga pangunahing yunit ng reaksyunaryong militar at pulis sa kanayunan sa tangkang puksain ang mga rebolusyonaryong pwersa at sa gayon ay malayang maipamigay ang lupain at mga likas na yaman sa mga dayuhang korporasyon at lokal na mga reaksyunaryo sa kapariwaraan ng mga mahihirap na magsasaka, manggagawang bukid at pambansang minorya.

Nagsasagawa ang mga armadong bayaran ng rehimen ng lahat ng uri ng karahasan: pagbomba ng mga komunidad, masaker, pangingikil sa masa, pagsira ng mga pananim, pwersahang ebakwasyon, panununog o pag-okupa ng kanilang mga tahanan, eskwelahan, klinika, pulungan at iba pang panlipunang pasilidad.

Ang mga pamamaraan ng Oplan Tokhang sa mga komunidad ng mga maralitang lunsod ay ipinapatupad sa mga komudidad sa kanayunan sa ilalim ng Oplan Kapayapaan. Ipinatatawag sa mga pagpupulong ang mga mamamayan at pinapipirma sa talaan ng mga dumalo. Pagkatapos ay ipiniprisenta ito bilang listahan ng mga sumuko at sa kalauna’y ginagamit ng militar para pumaslang ng sinuman upang makatanggap ng gantimpalang pera..

Tulad ng kaso ni Atty. Ben Ramos at maraming organisador ng UMA at KMP, panlipunang aktibista na tumataguyod sa karapatang-tao, makatarungang kapayapaan, reporma sa lupa, pagtaas ng sahod ng mga manggagawang bukid, paggalang sa lupang pamana ng mga pambansang minorya at pangangalaga sa kapaligiran ay tinatatakang pula at ginagawang target ng pamamaslang bilang “terorista”.

Imperyalistang Pandarambong sa Pamamagitan ng “Agribusiness Venture Arrangements”

Ako’y nagagalak na kaakibat ng inyong kongreso ay isasagawa ninyo ang kumperensya tungkol sa imperyalistang pandarambong sa pamamagitan ng pagpapalawak ng mga plantasyon sa ilalim ng “agribusiness venture arrangements” (AVA). Ang pagpapalawak ng mga plantasyon ay nagkakait ng lupa sa milyun-milyong magsasaka at naglulugmok sa kanila sa karukhaan ngunit sa kabila nito ay 1.6 milyong ektarya ay inilalaan pa para sa pagpapalawak ng mga plantasyon, laluna sa Palawan, Bohol, Ilokos at Negros.

Ang pakanang AVA ay dati nang nagbunga ng di-pantay at huwad na sosyohan ng mga agrikorporasyon at mga benepisyaryo ng repormang agraryo. Ang mga AVA ay nagka-anyo bilang joint ventures, lease contracts, build-operate-transfer deals, management contracts and production, processing and marketing agreements.

Sa praktika, ang mga AVA ay nagkait ng lupain sa mga benepisyaryo ng repormang agraryo sa malalawak na erya at gayundin sa mga ansestral na lupan ng mga pambansang minorya upang ilaan lamang sa pagmimina, pagtotroso at plantasyong pang-eksport. At syempre pa, nariyan ang nakasusuklam na pakanang “land conversion” na nagpapahintulot ng reklasipikasyon ng lupang dapat mapailalim sa reporma sa lupa para sa produksyong pang-eksport, komersyo, subdibisyon, shopping mall, pasilidad pangturismo at iba pang layuning walang kinalaman sa agrikultura.

Inirereklamo ni Ka Paeng Mariano na sa loob ng kanyang maikling panunungkulan bilang kalihim ng DAR, binigo ni Duterte ang kanyang mga pagsisikap na magdeklara ng moratorium sa land conversion at sa pagtatakda ng lupain na maaari pang ilaan para ipamahagi sa mga magsasakang walang lupa at manggagawang bukid sa ilalim ng inihahandang Comprehensive Agreement on Social and Economic Reforms (CASER) sa GRP-NDFP negosasyong pangkapayapaan.

Gumagawa si Duterte ng lansakang panlalansi sa sinasabi niyang namahagi siya ng 60,000 ektarya kamakailan. Sa katunayan, namahagi lamang siya ng mga dokumentong nag-oobliga sa mga nakatanggap nito na magbayad ng napakataas na amortisasyon bago mapasakanila ang lupa. Ang mapait na katotohanan ay 90 porsyento ng tinatawag na mga benepisyaryo sa ilalim ng Comprehensive Agrarian Reform Program (CARP) ay di kinayang bayaran ang amortisasyon sa nakaraang mahigit 30 taon.

Ang reporma sa lupa sa ilalim ng kolonyal na rehimeng US at sa anumang rehimeng malakolonyal at malapyudal ay pawang huwad dahil binibili ng estado ang lupa sa mataas na halagang ikinasisiya ng panginoong maylupa at ang itinuturing na benepisyaryo ng repormang agraryo ay inoobligang bayaran ang napakataas na presyo nang walang anumang suporta mula sa estado sa pagtataas ng antas ng produksyon at makakuha ng makatarungang presyo ng kanilang produkto sa bungad-sakahan.

Kung kayat ang mga benepisyaryo ng repormang agraryo ay nagiging biktima ng ibat ibang uri ng mga mandaragit, tulad ng laging nakaambang komersyante-usurero at mayamang magsasakang nag-aambisyong maging panginoong maylupa at mga panginoong maylupang gustong muling magkamal ng lupain. At syempre ang pinakamalaking mga buwitre ay ang mga dayuhang agrikorporasyon at mga lokal na korporasyong pag-aari ng malalaking kumprador-panginoong maylupa at korap na burukrata.

Habang walang tunay na reporma sa lupa na kaugnay ng pambansang industrialisasyon, magpapatuloy ang problema ng mga magsasakang walang lupa at lumalaking bilang ng manggagawang bukid na nakikipagkumpetensya sa walang humpay na lumiliit na bilang ng trabaho sa bukid na may mababang sahod. Ang lumalaking surplas ng populasyon sa kanayunan ay napipilitang tumanggap ng sarisaring trabahong panawid-gutom kapwa sa kalunsuran at kanayunan. Kapag walang pambansang industrialisasyon, ilalaan ng mga mapagsamantalang kumikita ng surplas ang kanilang kita sa mga operasyong kumprador-panginoong maylupa at sa pagkamal ng lupain.

Panapos na Komento

Mahalaga na muli ninyong sariwain sa inyong kongreso ang inyong kapasyahang palawakin at konsolidahin ang UMA sa harap ng tunguhin sa pasismo at lansakang mga aksyon ng terorismo ng estado at mapag-aralan at magagap ninyo sa kasunod na kumperensya tungkol sa Agribusiness Venture Arrangements kung papaano mapanlansing ginagamit ng mga TNC at lokal na mapagsamantala ang mga pang-ekonomya at legal na pamamaraan upang higit na palalain ang problema sa lupa at sirain ang panlipunan at likas na kapaligiran sa ilalim ng rehimen ng patakarang neoliberal at walang habas na kasakiman.

Malaking kabalintunaan at masakit sa mamamayang Pilipino na manirahan sa isang bayang agraryo subalit dumanas ng kasalatan at mataas na presyo ng pangunahing pagkain mula sa agrikultura dahil pinapaboran ng patakarang neoliberal ang produksyong agrikultural sa palm oil, goma, saging at pinyang pang-eksport at importasyon ng pangunahing pagkain. Sinisira ng patakarang ito ang soberanya at pag-asa sa sarili sa pagkain ng mamamayang Pilipino at ang kabuhayan at buhay ng milyun-milyong magsasaka at manggagawang bukid.

Inaasahan natin ang lalong paglala ng walang-humpay na krisis ng malakolonyal at malapyudal an naghaharing sistema, na nagdudulot ng higit na pasakit sa inaapi at pinagsasamantalahang manggagawa at magsasaka ngunit nagtutulak sa kanila upang maglunsad ng ibat ibang anyo ng rebolusyonaryong pakikibaka, laluna ang anyo ng pakikibaka na magbibigay wakas sa mapang-api at mapagsamantalang naghaharing sistema. Walang ibang masisisi ang mga imperyalista at lokal na mapang-api at mapagsamantala kundi ang kanilang sarili sa lumalaking lakas at pagsulong ng armadong rebolusyonaryong kilusan.

Lubos ang ating kumpyansa na makakamit ng malawak na masa ng mamamayan ang tagumpay sa bagong demokratikong rebolusyon at pagtatayo ng isang sistemang panlipunan na magsasakatuparan ng pambansang soberanya, demokrasya, panlipunang hustisya, pang-ekonomyang kaunlaran sa pamamagitan ng reporma sa lupa at pambansang industrialisasyon, makabayan, sientipiko at makamasang kultura at pandaigdigang pakikipagkaisa sa lahat ng bansa at mamamayan para sa kapayapaan at kaunlaran.
