Galvez is one of the retired and active generals who are being used by Duterte to rob the national treasury and who are thus being fed with money as share from his lion’s loot. Duterte has collaborated with Galvez in stealing public funds previously intended for peace negotiations and now for vaccines. The retired and active generals assigned to the NTF-ELCAC and to erstwhile civilian departments and agencies are among the most corrupt officials in the Philippines today. Bureaucratic corruption and military overspending are major causes for the ruination of the economy, the impoverishment of the people and unstoppable rise of the armed revolution.
