Having no authority for the purpose, I have never issued an order to the New People´s Army to kill one AFP soldier everyday. I have made a prompt clarification since February 7, 2018 that a journalist wrongly interpreted as ¨order¨ my general estimate of the offensive capability of the NPA when I was asked to make the estimate and its relevance to and impact on peace negotiations. I reprint my clarification at the end of this statement.

It is unfair and unjust for DND Secretary Delfin Lorenzana to accuse me of having prompted his boss Duterte to incite civilians and AFP officers and men to kill 5 NPA suspects everyday and induce them with the reward of 25,000 pesos per victim. It is entirely the responsibility of his commander-in-chief Duterte to make the incitements and inducements to murder people in violation of human rights and international humanitarian law.

Duterte does not need me to make his frequent fascist rants. Only he is responsible for so many other criminal statements like publicly instructing the police to frame up and kill drug suspects as nanlaban or ordering his troops to shoot in the vagina and render useless women who are suspected of being NPA members. These rants are in violation of human rights, international humanitarian law and conventions requiring respect for women.

Lorenzana is also unfair and unjust in accusing the Human Rights Watch of hypocrisy by supposedly failing to hold me accountable for issuing the imaginary order to kill one AFP soldier everyday and thus prompting Duterte to make criminal incitements and inducements for civilians and the AFP to kill 5 NPA suspects every day. The culpability of Duterte for human rights violations cannot be reduced or mitigated by falsely blaming me for anything.

I have always made clear that I am not in any position to issue any kind of order to the Communist Party of the Philippines and the New People´s Army. Certainly, I cannot order them to launch any offensive campaign or operations against the AFP.

When I was asked by a journalist what is the military response of the CPP and NPA to Duterte´s termination of the peace negotiations and threat to destroy the revolutionary movement, I simply said that the CPP had already publicly announced its order to the NPA to intensify tactical offensives against the AFP.

When asked next about the offensive capability of the NPA, I gave a minimalist estimate of at least one enemy soldier dead everyday in 17 regions or 510 enemy troops dead every month (17 times 30 days). Actually, a higher estimate can be easily made if you use as multiplier 100 guerrilla fronts. Anyone can freely make estimates.

I cannot order the NPA to kill anyone. For people to appreciate my position, I have to advise the NDFP first to recommend to the CPP and NPA to respect the safety and immunity guarantees for GRP negotiating personnel under JASIG.

I am quite different from Duterte who violates the JASIG and boasts of his brutal and bloodthirsty character by threatening to kill 5 NPA suspects (male or female) for every AFP soldier killed in battle. In fact, Duterte´s armed minions have run amuck by killing so many people on mere suspicion or sheer malice under Oplan Kapayapaan, Oplan Tokhang and Operation: Pacific Eagle-Philippines.

It can be further estimated that the offensives of the NPA can compel or persuade Duterte to negotiate peace with the NDFP or simply cause his overthrow by a united front which will replace him with another leader of the GRP. Anyone can freely make estimates.###
