As Chairperson of the International League of Peoples’ Struggle, I wish to convey the warmest greetings of solidarity of the ILPS to the leadership and membership of UNIFIL-MIGRANTE-HK on the occasion of its 12th Congress and to your distinguished guest of honor, Dr. Carol P. Araullo, Chairperson of BAYAN and Vice Chairperson for Internal Affairs of ILPS.

We congratulate you for the achievements that your over-all alliance has accumulated since its founding 25 years ago and for the recent ones that you have achieved since your 11th Congress two years ago. We appreciate the unity and militancy that characterize your 30 affiliate organizations, four sister-federations, alliances and union and other allied groups.

We welcome and agree with the theme of your Congress: “Likhain ang daluyong ng kilusang migrante sa HK laban sa mga atake sa ating kabuhayan, kagalingan at karapatan! Umambag sa pagpapalakas ng pambansa at pandaigdigang kilusang pagpapalaya at pagbabagong panlipunan!” (Create the upsurge of the migrant’s movement in HK against attacks to our livelihood, welfare, and rights! Contribute to the strengthening of the national and international movement for liberation and social changes!)

It is of urgent necessity that you raise the level of your unity and militancy. The worsening crisis of the world capitalist system is resulting in more attacks on your rights and on your working and living conditions. You need to stand up to defend yourselves and act in concert with migrant workers of other nationalities.

We share with you the hope that your Congress can serve to consolidate and prepare the Alliance, your allies and the Filipino migrants’ movement in Hong Kong for meeting the challenges posed by the grave crisis and the heavier impositions on migrant workers, for achieving greater victories and for advancing the migrants’ movement to a new and higher level.

We commend your Alliance for being determined to make contributions to the struggle of all peoples of the world for a new and better world of greater freedom, democracy, social justice, development and peace.
