It is of great importance to the proletariat and the rest of the people of the world, in their current struggle against imperialism and for national liberation, democracy and socialism, that we review the phenomenon of fascism before World War II.

ON SOME IDEOLOGICAL QUESTIONS
[Extracts from a letter to a friend, 30 November 1999]
You raise a number of questions regarding ideology and regarding the handling of such questions. For the time being we can answer them only in a summary manner as you have similarly raised them. We are not sure whether we are responsive to the points which you are most concerned with but which are not spelled out in your letter.

ADVANCE THE PEOPLE’S RESISTANCE TO IMPERIALIST GLOBALIZATION
November 28, 1999
I wish to congratulate the People’s Assembly Committee and the Sentenaryo ng Bayan for successfully planning and convening the People’s Assembly and March-Rally to expose and oppose the World Trade Organization. I stand in solidarity with all the participants and join them in condemning and combating the WTO, the Agreement on Agriculture and all the other schemes of imperialist globalization.

THE PEOPLE’S STRUGGLE AGAINST WAR
Contribution to the Brussels Seminar On the Theme Imperialism Means War
1 May 1999
The choice of theme for this seminar is highly significant and urgent. Imperialism means war. It is necessary for us to comprehend the nature and history of imperialism as the source of war and confront the current reality of a worsening new world disorder and the spreading scourge of war.

GLOBALIZATION” AND CLASS STRUGGLE
Speech at the Conference of the New Communist Party of the Netherlands
15 November 1998
It is a distinct honor and privilege to be invited as the guest speaker of your national conference which is in commemoration of the 80th anniversary of the founding of the Communist Party of the Netherlands.

THE FATAL COURSE OF IMPERIALISM AND INEVITABILITY OF SOCIALISM
Contribution to the International Conference on Alternatives to Globalization
Tagaytay City, Philippines, 9 November 1998
I am happy to participate in an autopsy. “Neoliberalism” or “free market” globalization is practically dead. It has been killed by the current global recession. The economic policy-makers of monopoly capitalism have themselves declared that the disease could not be cured by the monetarist medicine prescribed by Dr. Milton Friedman.

BANKRUPTCY OF IMPERIALIST GLOBALIZATION AND URGENCY OF THE SOCIALIST CAUSE

Amsterdam, Netherlands, 7 November 1998
I thank all the organizers for inviting me to speak in this celebration of the 81st anniversary of the Great October Socialist Revolution.

It is useful and enlightening for everyone to read this compilation of all major agreements so far reached in the peace negotiations between the Government of the Republic of the Philippines (GRP) and the National Democratic Front of the Philippines (NDFP), up to the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CAR-HR&IHL). This comprehensive agreement is the fulfillment of the first of the four headings of the substantive agenda in said negotiations.

Message to the 8th International Whitsun Youth Festival

MESSAGE OF SOLIDARITY
TO THE PEOPLE’S CONFERENCE AGAINST IMPERIALIST “GLOBALIZATION”

19 November 1996
I wish to express my admiration to you for holding this conference and for standing up against the Asia-Pacific Economic Cooperation (APEC) leaders’ summit, headed by the United States and Japan. By standing up for the rights and interests of the proletariat and peoples of the world, your conference is diametrically opposite to the APEC, the imperialist states and neocolonial client-states and the multinational firms and banks that use them.

NATIONAL DEMOCRATIC REVOLUTION
THROUGH PROTRACTED PEOPLE’S WAR

Contribution to the Brussels May Seminar
2 May 1996
I am deeply pleased and honored to be invited by the Workers Party of Belgium to participate in this seminar with the theme “The anti-imperialist struggle under the new world order” and to speak in particular on “political mass work, armed struggle and anti-imperialist struggle”.

REVOLUCION DEMOCRATICA NACIONAL POR MEDIO DE UNA GUERRA POPULAR PROLONGADA
1 May 1996

THE PHILIPPINE REVOLUTION AND THE NATIONALITY QUESTION
February 15, 1996
May I convey warmest greetings of solidarity to all the participants in the International Seminar on the Nationality Question. I am deeply pleased and honored to be invited as one of the lecturers. And I am thankful to the All India People’s Resistance Forum for the invitation.

Let me express my solidarity with all the human rights organizations and advocates that have agreed to form KARAPATAN. MESSAGE ON THE 10th ANNIVERSARY OF KILUSANG
MAGBUBUKID NG PILIPINAS

24 July 1995
I am happy to recall that at the founding of Kilusang Magbubukid ng Pilipinas ten years ago, while I was still under detention, I had the honor and privilege to send out a message of solidarity to its leaders and members and to the peasantry in general.

MENSAHE NG PAKIKIPAGKAISA SA KILUSANG MAGBUBUKID NG PILIPINAS
SA IKA-10 ANIBERSARYO

24 Hulyo 1995

AN UPDATE: QUALITATIVELY UNCHANGED CONDITIONS

CULTURAL IMPERIALISM IN THE PHILIPPINES
Lecture before a research class under the American Studies Program of the University of Utrecht
23 November 1994

AUTHOR’S PREFACE TO THE THIRD EDITION
[of Struggle for National Democracy]
I  am  deeply pleased that this third edition of  Struggle  for  National Democracy is being published in response to the demand of young activists of the national-democratic  movement  and  in  celebration of the 30th anniversary  of Kabataang Makabayan of which I was the founding  chairman on  November  30, 1964  and in which I served as  chairman  until  I  went unnderground in 1968.

SOCIALISM AND THE NEW WORLD ORDER
Contribution to the Conference on Socialism
and the New World Order
28 September 1994
I congratulate you for convening the conference and for your choice of theme. You are confronting the reality of a new world disorder that has resulted from the ravages of the global capitalist crisis, neocolonialism and the revisionist betrayal of socialism. And you are taking as a challenge the struggle for socialism against imperialism.
[Published as an INPS pamphlet, 1995]

Introduction to the English edition of Willi Dickhut’s The Restoration of Capitalism
in the Soviet Union
, 1994
Everyone interested in acquiring a comprehensive and profound understanding of modern revisionism and the restoration of capitalism in the Soviet Union and other countries in the Soviet bloc, up to the destruction of the revisionist ruling parties and revisionist-ruled regimes and the collapse of the Soviet Union, must read Willi Dickhut’s The Restoration of Capitalism in the Soviet Union.

THE RECTIFICATION MOVEMENT
IN THE COMMUNIST PARTY OF THE PHILIPPINES
3 May 1994
Two years ago, in a seminar like this sponsored by Labor Party of Belgium, I had the opportunity to make an initial presentation of the rectification movement that had just started within the Communist Party of the Philippines.

ON THE WORKERS’ MOVEMENT IN THE PHILIPPINES
1 May 1994
On this happy occasion, celebrating the day of the international working class, I convey my warmest greetings of solidarity to the officers, members, supporters and other guests of the Groep Marxisten-Leninisten of the Netherlands.

1993

MESSAGE TO THE SYMPOSIUM ON MAO ZEDONG THOUGHT CELEBRATING THE 100TH BIRTH ANNIVERSARY OF MAO ZEDONG IN THE PHILIPPINES
September 3, 1993
I wish to express my warmest greetings of solidarity with all the participants in today’s seminar on Mao Zedong Thought and with the Center for Nationalist Studies, the Institute for Alternative Studies and the League of Filipino Student that have organized this symposium in advance celebration of the 100th birth anniversary of Mao Zedong.

THE STRUGGLE FOR NATIONAL AND SOCIAL LIBERATION IN ASIA
18 June 1993
I am grateful for the honor of being invited to speak on the subject of national and social liberation in Asia in your literary conference.

THE INTERNATIONAL IMPORTANCE OF THE LIBERATION
STRUGGLE IN THE PHILIPPINES
30 May 1993
Essen, Germany
…I am supposed to speak on the international importance of the liberation struggle in the Philippines. At the outset, let me cite two big reasons why the liberation struggle in the Philippines is important internationally.

SPEECH ON THE ASYLUM CASE
Protest Rally
De Pauluskerk, Rotterdam
May 26, 1993
My wife Julie and I are deeply grateful for the formation of the committee against our expulsion from the Netherlands, for this militant meeting of solidarity and protest and for all other activities that are intended to oppose the denial of our application for political asylum.

ON THE QUESTION OF REVOLUTIONARY VIOLENCE
Speech prepared for the lectures on Crisis and Revolution
Sponsored by the League of Filipino Students
February, 1993
First of all, let me convey my warmest greetings to the leadership and the entire membership of the LFS. I congratulate all of you for holding the lecture series on the Philippine crisis and revolution. I am deeply pleased and honored to participate in this lecture series and to speak before you right now.
The geographic distance makes no gap between us. The electronic means of communication instantly connect us. But most important of all, we have the fastest line of communication because we have an immediate basic for common understanding.

1992

ON THE PETTY BOURGEOISIE
AND THE FUTURE OF SOCIALISM
7 November 1992
Let me take up only two important questions:
1. What is the single most important class basis for the betrayal of socialism in the Soviet Union?
2. What is the future of socialism?

MESSAGE TO THE INTERNATIONAL CONGRESS
AGAINST THE WORLD ECONOMIC SUMMIT
[file date: 01.09.92]
I am deeply pleased to be invited to the International Congress Against the World Economic Summit. And I wish to thank the organizers of the congress.

ON THE FUTURE OF SOCIALISM (1992)
The triumphalist propaganda of capitalism onesidedly celebrates the disintegration of socialism in certain countries. It obscures the constant exploitative character of capitalism and the current crisis of overproduction in the entire history of the world capitalist system.

1991

THE NDF FRAMEWORK IN CONTRAST WITH THE GRP FRAMEWORK
May 15, 1991
Upholding its revolutionary principles and recognizing its own strength and the ever worsening crisis of the ruling system, the Philippine revolutionary movement through the National Democratic Front (NDF) has amply demonstrated its willingness and readiness to engage in bilateral peace negotiations with the GRP.

HISTORY AND CIRCUMSTANCES RELEVANT TO THE QUESTION OF PEACE
May 10, 1991
A just and lasting peace is possible only if the Filipino people’s demand for national liberation and democracy is satisfied. It is the outcome of the people’s revolutionary struggle. It goes without saying that the national democratic revolution is at once the struggle for a just and lasting peace. The strategic line of this revolution which is to complete the struggle for national liberation and democracy, is the same strategic line that the NDF has to pursue in seeking a just and lasting peace.

LET AQUINO REGIME AND ITS US IMPERIALIST MASTERS ANSWER FOR THEIR GROSS CRIMES AGAINST THE FILIPINO PEOPLE
February 11, 1991
In its almost five years in office, the Aquino regime, in connivance with its US imperialist principals, has deliberately and treacherously committed one serious crime after another against the Filipino people. These have been highlighted all the more by developments related to the war in the Gulf.

SORTING OUT CONTRADICTIONS PERTAINING TO IRAQ
10 February 1991
We take into account all major contradictions in the history and circumstances of any country under study. We follow the changes in the political situation, sort out the contradictions at every given period or stage and determine the principal and secondary contradictions.

NOTES ON THE NDF POSITION ON THE GULF WAR
January 29, 1991
Among the NDF’s major concerns in relation to the Gulf War are the following:

COMMENTS ON THE US-LED WAR AGAINST IRAQ
24 January 1991
The facts and the truth about the raging bloody conflict between the US-led forces and Iraq over the issue of Kuwait and related issues need to be clarified in view of the obfuscation, slant and outright lies unleashed by the officialdom and dominant mass media of the United States and its camp followers.

ON THE PROBLEMS OF SOCIALISM AND THE DISINTEGRATION OF MODERN REVISIONISM
[unpublished typescript], 1991.
The turmoil and crisis that have occurred in China, the Soviet Union, Eastern Europe and Mongolia since 1989 have been deliriously hailed by antisocialist and anticommunist forces the world over as the failure of socialism or communism and as the triumph of capitalism.

Press statements & interviews

CONDEMN THE TERROR BOMBINGS PERPETRATED BY THE ESTRADA GANG
31 December 2000
I condemn in the strongest terms the Marcos-style terror bombings in Metro Manila and join the families of the victims and the entire people in demanding justice and in holding the Estrada ruling clique accountable.

CONSENSUS OF THE BROAD UNITED FRONT
5 December 2000
A consensus exists within the broad united front of the Left, Middle and anti-Estrada Right to undertake peaceful, massive and militant protestactions nationwide which shall culminate in the sustained encirclement ofthe presidential palace by at least one million people until Mr. Estrada resigns.

ESTRADA’S PSYWAR TACTICS ARE DESPERATE AND FUTILE
Press Statement 26 November 2000
The military and police diehards of Mr. Estrada are now frenziedly inventing and spreading psy-war takes about units of the New People’s Army infiltrating the national capital region, the presidential palace and the mass actions.

NO FORMAL ALLIANCE OF CPP WITH GMA
23 November 2000
From my vantage point as chief political consultant of the National Democratic Front of the Philippines (NDFP), I know for a fact that there is at present no formal alliance between the Communist Party of the Philippines (CPP) and vice president Gloria Macapagal.

MASS ACTIONS TO COMPEL ESTRADA RESIGNATION ARE FAR MORE IMPORTANT THAN THE SENATE TRIAL
16 November 2000
I congratulate the broad united front of organized forces and the people for undertaking the nationwide mass actions on November 14, demanding the resignation of Estrada.

THE PEOPLE AND THE BROAD UNITED FRONT
MUST WAGE FAR BIGGER MASS ACTIONS
13 November 2000
The November 11 pro-Estrada “prayer rally” of 800,000 (not one or two million, as claimed by drumbeaters) was mainly staged by Estrada, El Shaddai and INC to put a veil of false sanctity on the immorality and corruption of Estrada and to counter the EDSA shrine rally.

COMMENT ON THE IMPENDING FALL OF ESTRADA
AND THE RISE OF MACAPAGAL
5 November 2000
Estrada is already finished, as a consequence of the disintegration of the LAMP coalition in the House of Representatives and the Senate. The numbers in Congress have drastically changed against him, so much so that he must resign soon.

NATIONWIDE MASS PROTESTS MUST LEAD
TO DIRECT ENCIRCLEMENT OF PALACE
1 November 2000
Estrada is dying politically but is not yet dead. The final death blow is still to be delivered. If this cannot be delivered before the end of the year, a crippled Estrada will stagger on until next year, aggravating the ruin of the economy and stirring up more political turmoil.

BROAD UNITED FRONT MUST CONCENTRATE
ON ESTRADA RULING CLIQUE AS TARGET
28 October 2000
The objective of the current broad united front of the Left, Middle and anti-Estrada Right forces is to narrow down the target to the most reactionary and most rotten force in power, which we call the enemy…

ESTRADA’S DAYS ARE NUMBERED
22 October 2000
Estrada has to resign in order to assuage the people’s outrage and avoid worse consequences to himself for disgracing the nation. Alternatively, as suggested by Mrs. Aquino, he may take an indefinite leave of absence because he is morally, politically, mentally and physically sick.

CARDINAL SIN’S CALL IS AN IMPORTANT SIGNAL FOR BROADEST POSSIBLE UNITED FRONT AGAINST ESTRADA
12 October 2000
I welcome and support Cardinal Sin’s call for the resignation of Estrada. This is an important signal for rallying the broadest possible united front to oust Estrada from his office.

IN SOLIDARITY WITH MASS PROTESTS
FOR THE OUSTER OF ESTRADA REGIME
20 September 2000
September 21, 1972 is once more remembered as the official date for the martial rule that was imposed on the Filipino people by the US-instigated Marcos fascist dictatorship. It is time for the people to make a new resolve to combat state terrorism and the plunder of the economy by US imperialism and the local reactionaries.

ESTRADA IS CHIEF TRANSPORT AND SUPPLY OFFICER
OF THE NEW PEOPLE’S ARMY
31 July 2000
I said previously that Mr. Estrada is the No. 1 recruiter of the New People’s Army because he is aggravating the crisis of the ruling system and is driving the people to wage armed revolution.

ON THE JIHAD DECLARATION OF BROTHER HASHIM SALAMAT
14 July 2000
The jihad declaration of Brother Hashim Salamat, chairman of the Moro Islamic Liberation Front (MILF), is a just response to the genocidal war of the Estrada regime against the Bangsamoro and Muslims of Mindanao.

ESTRADA IS A THEATRICAL BRAGGART AND A BIG LOSER IN MINDANAO
12 July 2000
Mr. Estrada is a theatrical braggart and is actually a big loser in Mindanao. He is playing very well the role of Rambotete, the buffoon.

REVOLUTIONARY ARMED STRUGGLE OF THE MORO PEOPLE IS FAR FROM OVER, IT WILL INTENSIFY
11 July 2000
As someone with some background knowledge and experience in people’s war, I wish to comment on the claims of victory over the Moro Islamic Liberation Front (MILF) by Mr. Estrada and his military minions

ON EMERGENCY POWERS FOR MR. ESTRADA IN MINDANAO
10 July 2000
Mr. Estrada is playing the same kind of game that Mr. Marcos, his notorious political mentor, did. He deliberately aggravates the crisis of the ruling system and thereby takes the opportunities for amassing power and wealth for himself, his numerous families and his clique.

ON THE BRILLIANT VICTORY OF THE NPA
AND MORE TACTICAL OFFENSIVES TO COME
30 June 2000
On the basis of news reports, I think that the New People’s Army has won a brilliant victory in the battlefield by ambushing several military vehicles, capturing a significant number of firearms and killing the commanding officer of the 502nd Infantry Brigade, the executive officer of the 45th Infantry Battalion, several sergeants and other military personnel of the Philippine Army.

MOST LIKE ESTRADA AND LACSON ARE
RESPONSIBLE FOR SHAM RPG ATTACK
17 May 2000
I have nothing to do with the firing of a rocket-propelled grenade at the minipark near the white house of Gen. Panfilo Lacson in Camp Crame.

THE MALICIOUS OBJECTIVES OF MR. ESTRADA
9 May 2000
It is publicly known that the Abu Sayyaf was originally a creation of the Philippine Army to split the Moro National Liberation Front and to pressure Nur Mishuari to capitulate to the Manila government in the 1990s.

UNITE TO REMOVE ESTRADA FROM POWER
4 April 2000
The broad masses of the people are fed up with the Estrada regime because of its servility to alien interests, corruption and escalating human rights violations. They want to compel the resignation of Mr. Estrada or effect his ouster by carrying out sustained mass actions similar to those that led to the overthrow of Mr. Marcos in 1986.

CLAIM OF NPA STAKEOUT ON ESTRADA A
PURE FABRICATION OF ESTRADA HIMSELF
27 March 2000
The report that a certain Alexander Hernandez is using a Philippine Daily Inquirer press identification card and is acting under my direct supervision to shadow Mr. Estrada for the purpose of assassinating him is one more pure fabrication of the Estrada regime and the military in the long-running smear campaign against me.

NDFP CANNOT TALK WITH GRP UNDER ESTRADA REGIME
27 March 2000
Under any circumstances, the National Democratic Front of the Philippines will not negotiate with any panel designated by the Estrada regime for the simple that the NDFP doubts whether Estrada can last in his position in the next two years.

DENIAL OF LATEST LIE OF MILITARY PROPAGANDISTS
16 March 2000
The military propagandists of Mr. Estrada are frenziedly spewing allkinds of malicious lies against my person and against the revolutionary movement.

INTERVIEW WITH PROF. JOSE MARIA SISON ON PEACE TALKS & REVIVAL OF VIGILANTE GROUPS
By a correspondent of The Philippine Post
14 March 2000
Q1. Will there be a revival of the peace talks with the government and the NDF?

SMEAR CAMPAIGN IS MEANT TO DEPICT VICTIMS OF HUMAN RIGHTS VIOLATIONS AS THE CULPRITS
12 March 2000
In the ongoing smear campaign against me, so many military psy-war personnel and so much taxpayer money are being used by the Estrada regime for making graffiti, radio broadcasts, magazines, planted news stories, poison letters to the editor and paid gatherings.

ESTRADA AND LACSON DO NOT NEED ANY HELP TO PROVE THEIR CODDLING OF RPA-ABB RINGLEADERS
5 March 2000
Mr. Estrada and Gen. Lacson do not need any help from me to prove that they coddle and have special relations with the ringleaders of the RPA-ABB.

ESTRADA RULING CLIQUE IS BEHIND ACTS OF TERRORISM
2 March 2000
There are clear manifestations that the Estrada ruling clique is behind the acts of terrorism in different parts of the country.

TERRORIST BOMBINGS ARE THE HANDIWORK OF MILITARY PSYWAR
2 March 2000
The National Democratic Front of the Philippines (NDFP) firmly upholds the principle of serving the people and opposes terrorist bombings because these harm civilians rather than the appropriate military targets of the New People’s Army (NPA).

SMEAR CAMPAIGN IS DIRECTED AND ENCOURAGED BY MR. ESTRADA
23 February 2000
I condemn Mr. Estrada who, as commander-in-chief of the reactionary armed forces, has directed and encouraged his military psywar personnel to conduct a smear campaign against me.

THE REVOLUTIONARY PROCESS CONTINUES
22 February 2000
The commemoration of EDSA and related events from February 22 to
25, 1986 that led to the overthrow of the Marcos fascist regime is aptly a rallying point for the developing united front against the US-Estrada regime which has brought back to power the Marcos family and the most notorious Marcos cronies like Eduardo Cojuangco and Lucio Tan.

MR. ESTRADA AND HIS MILITARY OFFICERS ARE UNQUALIFIED TO ACCUSE REVOLUTIONARY FORCES OF HUMAN RIGHTS VIOLATIONS
Press Statement 17 February 2000
Mr. Estrada, General Angelo Reyes and other top military officers are totally unqualified to make charges of human rights violations against the revolutionary forces.

A BUNCH OF DIMWITTED RUFFIANS
15 February 2000
Mr. Estrada and his top military officers are acting like a bunch of dimwitted ruffians for refusing to engage in a mutual ceasefire with the New People’s Army in order to ensure the safe and orderly release of police chief inspector Abelardo Martin.

ESTRADA IS RESPONSIBLE FOR THE SMEAR CAMPAIGN AGAINST ME
13 February 2000
I hold Mr. Estrada responsible for the smear campaign being conducted by his military psy-war agents against me.

ESTRADA PROVES HIMSELF A DUMB AND DIRTY PLAYER
08 February 2000
I vigorously condemn Mr. Estrada for directing his military psywar personnel to improvise lies and accuse Luis Jalandoni and myself as “masterminds” of Kampanyang Ahos or the anti-zombie campaign in Mindanao in 1985 and 1986.

ESTRADA IS FOOLING HIMSELF
2 February 2000
According to the International Office of the National Democratic Front of the Philippines, it is still awaiting from the Southern Mindanao Regional Committee of the Communist Party of the Philippines (CPP) a report on the circumstances surrounding the military detention of the brothers Amado and Avelino Payot.

ESTRADA REGIME’S SMEAR CAMPAIGN IS FAILING MISERABLY
20 January 2000
Mr. Estrada is under advice by his political and military advisers to avoid engaging me in any word war and to let let his dogs of psy-war do the job of attacking me.

ESTRADA, LIM AND LACSON SHOWBOAT AGAINST SMALL FRY BUT PROTECT BIGGEST DRUG LORDS
20 January 2000
Estrada, Lim and Lacson should stop showboating against suspected drug pushers who are small fry in trying to justify their roguish show of force and violations of human rights in the national capital region.

CREEPING UNDECLARED MARTIAL LAW
January 14, 2000
The deployment of Marines in the national capital region is a further development of a creeping undeclared martial law under the Estrada regime.

COMMENT ON ESTRADA REGIME’S PRESSURE ON THE DUTCH GOVERNMENT
4 January 2000
In the Philippines, the Estrada regime is escalating gross human rights violations and is thus engaged in terrorism.

ESTRADA HAS MADE IMPOSSIBLE RESUMPTION OF GRP-NDFP NEGOTIATIONS
4 January 2000
Letter to Inquirer columnist Ms. Belinda Olivares-Cunanan on the release of SolCom Intelligence chief Major Noel S. Buan January 1, 2000

1999

MR. ESTRADA’S UGLINESS
30 December 1999
In reply to Mr. Estrada’s presidential statement about my face, I say that he should take a good look at his own face in the mirror. Someone who looks like a drunken pig is not exactly handsome. But the ugliness at issue is not that of anybody’s face. It is that of Mr. Estrada’s oppressive and exploitative policies and acts.

ESTRADA, LACSON AND BARICAN SHOULD BE ASHAMED OF THEMSELVES
29 December 1999
Mr. Estrada, General Panfilo Lacson and Fernando Barican should be ashamed of themselves for trying to pass off their own military intelligence assets as armed protagonists that they need to negotiate with.

ESTRADA-TABARA DEAL IS A BIG JOKE
27 December 1999
The so-called peace agreement between Estrada and the Tabara grouplet is a big joke. It is a big nothig. It is like Estrada talking to himself and making an agreement with his own shadow.

RELIGION AND REVOLUTION
E-mail interview by Ederic Eder
25 December 1999
1.  How is the involvement of church people in the Party. How do members of the Catholic and non-Catholic clergy reconcile the differences in church teachings and the ideas that the Party believes in?
JMS: Church people are not involved in the internal affairs of the Communist Party of the Philippines. But church people and communists can participate and cooperate in the movement for national freedom and democracy and in programs, projects and activities for the social good.

ESTRADA IS STUMBLING BLOCK TO THE RELEASE OF POWs
14 December 1999
According to the NDFP National Executive Committee, Mr. Estrada is the biggest stumbling block to the release of the prisoners of war (POWs) in the custody of the New People’s Army.

GRP ANNOUNCEMENT OF CEASEFIRE IS A CHEAP LIE
13 December 1999
The Estrada regime’s annnouncement of a unilateral ceasefire is a cheap lie.

ESTRADA REGIME RENDERS IMPOSSIBLE RELEASE OF PRISONERS OF WAR
December 9, 1999
In a letter dated December 3, 1999, Sen. Loren Legarda has appealed to the National Democratic Front of the Philippines for the release of Army Major Noel Buan and Police Chief Inspector Abelardo Martin who are being held as prisoners of war (POWs) by the Melito Glor Command of the New People’s Army in Southern Tagalog.

THE REVOLUTIONARY GOVERNMENT VERSUS THE REACTIONARY GOVERNMENT OF ESTRADA
6 November 1999
Mr. Estrada is obviously hallucinating everytime he claims that his corrupt government is for the poor. Ordinary people dismiss his gibberish as “salitang lasenggo”.

FURTHER REPLY TO MR. ESTRADA
5 November 1999
Mr. Estrada should stop harping on the shallow-minded line that the leadership of the revolutionary movement is in the Netherlands.

MESSAGE ON SEPTEMBER 21
September 20, 1999
Every year on September 21, it is necessary to remember the declaration of martial rule and the imposition of the 14-year fascist dictatorship of Marcos on the Filipino people. We should never forget how the fascist dictatorship violated the civil, political, economic, social and cultural rights of the entire Filipino people.

INTERVIEW WITH RODE MORGEN (RM)
19 September 1999
RM1. The media state that the Philippines is hardly hit by the overproduction crisis in South East Asia. The economic growth is 2 percent. Is there a relation with growing foreign debt? Why still is the situation of the workers and peasants worsening? What is the concrete situation of peasants and workers, and is their situation improving or worsening under the Estrada regime?

THE LEFT ON THE EVE OF THE 21st CENTURY:
Interview with Aristera
13 September 1999
Q1. The new inter-relation of power that emerged after 1989 in the world provoked many debates on issues such as: Is the world multi-polar? Which are the relations between the three poles (USA-Europe/Germany-Japan) of the capitalist imperialist system? Is there a dominating super-power, and if yes, up to which extent it is dominating? Which is your opinion about all these questions and about the changes in the international situation since 1989?

ESTRADA IS CHIEF CONCOCTER OF ASSASSINATION PLOT
9 September 1999
Mr. Estrada, his national security adviser General Aguirre and their military subordinates are lying and engaged in psychological warfare in claiming that they have a computer diskette copy of an order of the Executive Committee of the Central Committee of the Communist Party of the Philippines to the New People’s Army to kill Mr. Estrada and other officials of the reactionary government.

ESTRADA’S TACTICS ARE FUTILE
Press Statement, 2 September 1999
Mr. Estrada is making it appear that he has neutralized Mrs. Aquino and Cardinal Sin and that he has made them submit to the process of his own creation, the “preparatory commission on constitutional reforms”. He also keeps on saying that it is foolish and futile for the people to exercise their democratic right to protest.

ESTRADA IS INTRACTABLE AND DECEPTIVE
Press Statement, 1 September 1999
The purpose of Estrada in appearing to be tractable towards Mrs. Aquino and Cardinal Sin is to paralyze and shut them up, compromise them with the scheme to rewrite the 1987 constitution and use them to discourage the masses from undertaking further protest actions.

AUGUST 20 NATIONWIDE PROTEST RALLIES SIGNAL BIGGER ONES TO COME
Press Statement, 20 August 1999
The nationwide protest rallies today constitute a mere warning shot to the Estrada regime. This signals the start of a growing mass protest movement against the regime.

MASS PROTESTS SHOULD DEVELOP UNTIL THE OBJECTIVES ARE REALIZED
Press Statement 18 August 1999
The issues being raised against the Estrada regime in nationwide mass protests on August 20 are all interrelated. The regime is intimidating the press because it wants to prevent the criticism of and opposition to the following:

RALLY ORGANIZERS SHOULD COORDINATE TO FRUSTRATE DIRTY TRICKS OF ESTRADA
Press Statement 17 August 1999
In the strongest terms, I condemn Mr. Estrada and his military and police minions for engaging in psychological warfare and other malicious actions aimed at discouraging and disrupting the mass protest rally on August 20.

ESTRADA REGIME REEKS OF CORRUPTION
Press Statement, 16 August 1999
Mr. Estrada has dared Cardinal Sin to prove the charge of corruption against him.

A CALL FOR A BROAD UNITED FRONT AGAINST THE ESTRADA REGIME
Press Statement 7 August 1999
In the same spirit of a democratic alliance that impelled the overthrow of Marcos, all patriotic and progressive forces should join up in protest mass actions against the antinational and antidemocratic regime of Estrada.

ESTRADA POLICY IS TO INTENSIFY OPPRESSION AND EXPLOITATION OF THE PEOPLE
July 27, 1999
Mr. Joseph Ejercito Estrada insults the people by pretending to be pro-poor. His policy is to intensify the oppression and exploitation of the people, especially the working class and the peasantry.

ESTRADA IS TRYING TO SILENCE ME WITH SIAZON APPROACH TO DUTCH GOVERNMENT
Press Statement 17 July 1999
In the Netherlands, I exercise my freedom of expression whenever I think that it is necessary to do so. This freedom is supposed to be a universal and basic human right.

ONE IMPORTANT LESSON
Press Statement, 26 June 1999
There is one important lesson from the kidnapping, illegal detention, manhandling and frame-up of NDFP consultant Vicente P. Ladlad with planted firearm and ammunition as well as from the threat of defense secretary Orlando Mercado to arrest all NDFP consultants and suspected NDFP personnel who are aboveground in the Philippines.

ON THE CONSEQUENCE OF ENDING THE PEACE NEGOTIATIONS
29 May 1999
In the decision of the National Democratic Front of the Philippines to be issued on Sunday by the NDFP Negotiating Panel, it shall be fully made clear that the Estrada regime is priorly responsible for terminating the peace negotiations and that the NDFP is merely taking cognizance of the fact.

OUTRAGE OVER VFA RATIFICATION
Press Statement, 28 May 1999
I join the entire Filipino people and the patriotic and progressive forces in their outrage over the ratification of the Visiting Forces Agreement.

NDFP IS IN THE PROCESS OF MAKING FORMAL DECISION TO WITHDRAW FROM GRP-NDFP PEACE NEGOTIATIONS
May 18, 1999
The NDFP National Executive Committee is now in the process of making the decision to take cognizance of the prior termination of the GRP-NDFP peace negotiations by the GRP. The decision shall be issued soon after the Senate ratifies the Visiting Forces Agreement.

NDFP TO TERMINATE PEACE NEGOTIATIONS IF SENATE RATIFIES VISITING FORCES AGREEMENT
Press Statement 10 May 1999
The National Democratic Front of the Philippines will declare the termination of the GRP-NDFP peace negotiations if the Senate ratifies the Visiting Forces Agreement (VFA)

ESTRADA REGIME HAS KILLED GRP-NDFP PEACE NEGOTIATIONS
May 7, 1999
The NDFP is for the resumption of the formal meetings of the GRP-NDFP peace negotiations if the GRP respects The Hague Joint Declaration, the Joint Agreement on Safety and Immunity Guarantees (JASIG) and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).

ESTRADA PRECONDITION OF CAPITULATION HAS ENDED GRP-NDFP NEGOTIATIONS
Press statement, 23 April 1999
The question of ending the GRP-NDFP peace negotiations is quite simple. Mr. Estrada has ended these negotiations since October last year when he sent a team headed by Senator Franklin Drilon to inform the NDFP Negotiating Panel that the negotiations would not proceed, unless the NDFP accept the precondition of capitulation.

ON THE RELEASE OF GENERAL OBILLO AND CAPT. MONTEALTO
Press statement, 17 April 1999
I am deeply pleased that the safe and orderly procedure for the release of General Obillo and Capt. Montealto has been accomplished and that priorly Comrade Amado Payot has been released and has rejoined the New People’s Army.

ESTRADA HAS IN FACT TERMINATED GRP-NDFP PEACE NEGOTIATIONS
15 April 1999
Since long before the issue of the prisoners of war arose, Mr. Estrada and the GRP negotiating panel have actually terminated the GRP-NDFP peace negotiations by preconditioning these with the futile demand for the capitulation of the NDFP.

SA KATUNAYAN TINAPOS NA NI ESTRADA ANG NEGOSASYONG PANGKAPAYAPAAN NG GRP-NDFP
15 April 1999

RELEASE OF MAJOR BERNAL PAVES THE WAY FOR FURTHER RELEASES OF PRISONERS OF WAR
10 April 1999
I am deeply pleased with the safe and orderly release of Senior Police Inspector Major Roberto Bernal. This release is in accordance with the political basis unilaterally set by the National Democratic Front of the Philippines (NDFP) as well as with the moral and humanitarian ground affirmed by the Memorandum of Agreement among the NDFP Negotiating Panel, the Capalla humanitarian mission and Sen. Loren Legarda.

SETTLEMENT AGREEMENT—A SWINDLE BY ESTRADA, MARCOS FAMILY AND SWIFT
8 April 1999
The so-called settlement agreement made by the Estrada regime, the Marcos family and Robert Swift is a big swindle at the expense of the class plaintiffs as well as the individual plaintiffs.

REPLY TO THE STATEMENT OF MR. ESTRADA
23 March 1999
The statement of Mr. Estrada, pertinent to the projected release of the prisoners of war, dated 22 March 1999, is positive in the sense that it signals the willingness of the GRP to cooperate in the safe procedure of release. At the same time, it carries certain blatant defects and ambiguities that can be fatal, if these are left unclarified and uncorrected.

GRP AND NDFP HAVE RECIPROCAL RESPONSIBILITIES TO ENSURE SAFE RELEASE OF PRISONERS OF WAR
21 March 1999
The Government of the Republic of the Philippines (GRP) and the National Democratic Front of the Philippines (NDFP) have reciprocal responsibilities to ensure the safe release of the prisoners of war in accordance with the Memorandum of Agreement among the NDFP Negotiating Panel, the humanitarian mission led by Archbishop Fernando R. Capalla and in her own capacity Sen. Loren Legarda.

REPLY TO MR. ESTRADA’S ATTACK
15 March 1999
Speaking as a political scientist, I would say that the revolutionary organs of political power in the Philippines have the power and authority to try and to execute proven spies as much as to release prisoners of war on humanitarian grounds.

MACHO HISTRIONICS AND DRUNKEN ONE-LINERS CANNOT RELEASE THE PRISONERS OF WAR
11 March 1999
Macho histrionics and drunken one-liners cannot resolve the issue of the prisoners of war. The issue can be resolved only by a serious formal meeting between the NDFP negotiating panel and the GRP negotiating panel or the special representative of Mr. Estrada as GRP principal.

NO INDEMNIFICATION BUT INSULTS
9 March 1999
The news stories appearing in the March 8 issue of Today and Malaya that I have made a settlement agreement with Imelda Marcos and that I am in constant communications with her to demand higher indemnification are malicious lies.

RAMBOTETE SHOULD STOP CLOWNING
07 March 1999
Mr. Estrada has earned the monicker Rambotete, a rolypoly Rambo, fromhis macho posturings against a negotiated settlement on the issue of the prisoners of war.

GRP AND NDFP OUGHT TO TALK ABOUT POWS
07 March 1999
For seeking a political solution to the issue of prisoners of war, like Brig. Gen. Obillo, Major Bernal and Capt. Montealto, there is no level more appropriate and more effective than the highest political level of both the National Democratic Front of the Philippines (NDFP) and the Government of the Republic of the Philippines (GRP).

STRONG REASONS FOR THE NDFP TO END ITS PEACE NEGOTIATIONS WITH THE GRP
01 March 1999
There are strong reasons for the National Democratic Front of the Philippines (NDFP) to end its peace negotiations with the Government of the Republic of the Philippines (GRP).

MR. ESTRADA MUST PAY ATTENTION TO THE NDFP ANNOUNCEMENT
21 February 1999
It is for the benefit of Brig. Gen. Victor Obillo and Capt. Eduardo Montealto that the authorities of the people’s democratic government in the Philippines consider them as combatants and as prisoners of war.

1998

GRP SCUTTLES SPECIAL CEREMONY FOR EXCHANGE OF APPROVALS OF THE COMPREHENSIVE AGREEMENT ON RESPECT FOR HUMAN RIGHTS AND INTERNATIONAL HUMANITARIAN LAW
Press Statement, 11 June 1998
The “guidance of the President,” contained in the memorandum dated June 10, 1998 of Executive Secretary Alexander P. Aguirre to the GRP negotiating panel chairperson, has rendered impossible the holding of the special ceremony to exchange approvals of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CAR/HR&IHL) by the principals of the GRP and NDFP negotiating panels.

LOOKING FORWARD TO THE SIGNING OF THE COMPREHENSIVE AGREEMENT ON RESPECT FOR HUMAN RIGHTS AND INTERNATIONAL HUMANITARIAN LAW
14 March 1998
I wish to congratulate the Negotiating Panels of the Government of the Republic of the Philippines (GRP) and the National Democratic Front of the Philippines (NDFP) for accomplishing the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law.

THERE IS SOMETHING FISHY ABOUT SWISS COURT DECISIONS
Press Statement, 24 January 1998
There is something fishy about the decisions of the Swiss Supreme Court to transfer the Marcos bank deposits to an escrow account in the Philippines. These decisions are sugarcoated by some expressed concern for the victims of human rights violations but carry certain presumptions which are utterly wrong and unjust to said victims.

1997

ON THE RELEASE OF THE POWs
Press Statement 5 December 1997
I am pleased by the successful release of the prisoners of war, Police Major Rene Francisco and Army M/Sgt. Joaquin Melad.

TO THE SPEAKER’S APPEAL
Press Statement 5 November 1997
In response to the appeal of Speaker Jose de Venecia for the release of Rene Francisco, police chief of Rodriguez, Rizal, the NDFP Negotiating Panel chaired by Luis Jalandoni has forwarded a letter of inquiry to the NDFP National Executive Committee on the following:

STATEMENT ON THE SISON ASYLUM CASES
22 September 1997
I am issuing this statement on the asylum cases of my wife Julieta de Lima, our son Jasm and myself in response to the inquiries of all those who have supported us, to the public in general and to the mass media.

A CLEAR MESSAGE TO MR. RAMOS
Press Statement, 22 September 1997
I extend warmest congratulations to the great number of people that congregated at Rizal Park, that marched to Mendiola and that rose up in the provinces yesterday. Their rousing success in militantly protesting against charter change, their economic suffering and other issues has resounded throughout the world.

GENERAL ACEDERA IS A LIAR
Press Statement, 14 September 1997
AFP chief of staff General Arnulfo Acedera is a liar, maliciously acting in behalf of the militarist ruling clique headed by General Fidel V. Ramos.

UNRULY TOP DOG IN THE PHILIPPINE KENNEL
Press Statement, September 11, 1997
To the Philippine press, assistant US state secretary for East Asian and Pacific affairs Stanley Roth said that he did not take up with Mr. Ramos matters internal to the Philippines.

MILLIONS WILL RISE UP
Press Statement, September 8, 1997
The Ramos regime is clearly in a desperate and isolated position. There is a groundswell of popular outrage at the scheme of charter change and likewise at the impending oil price hike, soaring prices of basic commodities and the rising level of unemployment in the wake of the peso devaluation and bursting of the “emergent market” bubble.

ON BOMBINGS AND BOMB THREATS BY THE RAMOS REGIME
Press Statement September 7, 1997
Unqualifiedly and most vehemently, I condemn the bombings and bomb threats being unleashed against the civilian population.

OPPOSE RAMOS’ PLAN A AND BEWARE OF HIS PLAN B
Press Statement, September 2, 1997
Former President Corazon C. Aquino and Jaime Cardinal Sin look like they are good political tacticians in arranging the September 21 prayer rally and featuring General Renato de Villa to counter the charter change scheme of Mr. Ramos.

EXPOSE AND CONDEMN CHARTER CHANGE
Press Statement, August 31, 1997
By pushing the moves for the amendment of the GRP Constitution, Mr. Ramos is definitely trying to extend his presidential term and eventually run for reelection. This is his Plan A.

CHARTER CHANGE WILL HARM PEACE TALKS
Press Statement, 30 August 1997
The drive of the Ramos regime to make a constituent assemby and change the GRP constitution into a worse one will certainly harm the GRP-NDFP peace negotiations and might even put a stop to these.

AGCAOILI TO CONDUCT WIDE RANGE OF CONSULTATIONS
30 August 1997
The NDFP has authorized Fidel Agcaoili, NDFP negotiating panel member and chairman of the Reciprocal Working Committee on Human Rights and International Humanitarian Law to conduct a wide range of consultations.

NDFP HAS DEMONSTRATED CAPABILITY TO MAKE MUTUALLY SATISFACTORY AGREEMENTS
Press Statement, August 29, 1997
The NDFP has demonstrated that it is capable of arriving with the GRP at a common draft of the Comprehensive Agreement on Human Rights and International Humanitarian Law as well as the side agreements on the security of consultations and the freedom and protection of private development organizations that enjoy the trust

GRP REWRITE OF COMMON DRAFT ERASES EVERYTHING BENEFICIAL TO THE PEOPLE
Press Statement, August 28, 1997
Comrade Fidel V. Agcaoili, NDFP negotiating panel member and chairperson of the NDFP Reciprocal Working Committee on Human Rights and International Humanitarian Law, is proceeding to the Philippines from Hongkong, in order to conduct consultations with leaders and forces of the National Democratic Front of the Philippines as well as with other entities interested in the peace negotiations.

GRP CANNIBALIZES COMMON TENTATIVE DRAFT OF THE COMPREHENSIVE AGREEMENT ON HUMAN RIGHTS AND INTERNATIONAL HUMANITARIAN LAW
Press Statement, 27 August 1997
Contrary to previous upbeat declarations of no less than Mr. Ramos, the prospects are bleak for the signing of the Comprehensive Agreement on Human Rights and International Humanitarian Law by the GRP and the NDFP Negotiating Panels as well as for the approval of the same document by their respective principals before the end of the current term of Mr. Ramos.

ON THE PROGRESS OF THE GRP-NDFP PEACE NEGOTIATIONS
Press Statement, August 6, 1997
I wish to congratulate the key members of the GRP and NDFP negotiating panels for successfully working out from July 31 to August 5 and initialling on August 5 the common drafts of the following:

ON THE INTERNATIONAL COMMUNIST MOVEMENT
WPB Interview with Jose Maria Sison, CPP Founding Chairman
26 July 1997
Q1. In the current world situation, what should in your opinion be the priority tasks of the international communist movement?
JMS: The communist parties must be guided by Marxism-Leninism and must combat imperialism, modern revisionism and all reaction. They must individually draw from the accumulated teachings of the great communist thinkers and leaders on basic principles and learn lessons from both positive and negative experiences in the history and circumstances of the international communist movement.

ILLUSION OF GROWTH AND STABILITY IS FAST FALLING APART
July 17, 1997
In the final year of General Ramos’ term of office, the long-conjured illusion of economic growth and stability is fast falling apart.

INTERVIEW WITH PROF. JOSE MARIA SISON
By Lira Dalangin, Manila Chronicle
11 July 1997
1. What is the status of your asylum case? Why do people refer to your case as unique?
JMS: My asylum case was heard by a new Dutch court, the Legal Unity Chamber, which unifies decisions on asylum cases. The issue to be resolved is whether the Dutch justice ministry has unlimited freedom of policy to deny to me formal admission to the Netherlands as a refugee and the grant of residence permit.

INTERVIEW with Prof. Jose Maria Sison, CPP Founding Chairman & NDFP Chief Political Consultant
By Dr. Rainer Werning
7 June 1997
1.     The so-called Second Rectification Movement figures prominently in documents of the Communist Party of the Philippines. What necessitated it and what has been its results thus far?
The Second Rectification Movement, which was launched in 1992 by the Central Committee of the Communist Party of the Philippines, was necessitated by the long-running demand of the CPP rank and file to correct major errors in ideology, politics and organization. Those errors had caused severe damage to the CPP and the entire revolutionary mass movement since 1980.

ON ARMED STRUGGLE, PEACE NEGOTIATIONS AND THE INTERNATIONAL COMMUNIST MOVEMENT
Interview with Jose Maria Sison
By Luis Arce Borja, Editor-in-chief,
El Diario International
5 June 1997
What is the present reality of the armed struggle in the Philippines? What is the economic and social reality of the poor masses in the country? At which stage is the people’s war

ACCORDING TO DEE, RAMOS IS WRONG
Press Statement April 24, 1997
The main obstruction to the acceleration of the GRP-NDFP peace negotiations is the obsession of the GRP negotiating panel chairman Howard Q. Dee to scrap The Hague Joint Declaration and to demand the subjection of the NDFP to the GRP’s constitutional and legal processes.

GEN. BIAZON IS ENGAGED IN PURE SPECULATION
Statement April 8, 1997
There is neither bad faith nor self-contradiction in the issuance of Liwanag’s message and the peace negotiations between the GRP and the NDFP. The peace negotiations are being held precisely because of the civil war between the GRP and the NDFP. So far, there is yet no agreement to satisfy the demands of the revolutionary forces and the people and to end the civil war.

ON THE ISSUE OF HUMAN RIGHTS IN THE GRP-NDFP NEGOTIATIONS AND THE HUMAN RIGHTS CASE AGAINST THE MARCOS ESTATE IN THE US
23 March 1997
There are serious difficulties in the current GRP-NDFP negotiations on respect for human rights and international humanitarian law because of definite reasons, such as the following:

MR. RAMOS SUFFERS FROM A SPLIT PERSONALITY
Press Statement, 13 February 1997
In so many ways, Mr. Ramos suffers from a split personality on the question of negotiating a just and lasting peace.

INTERVIEW by Rajan for 21 Century Magazine on the revolutionary struggle in the philippines, 28 January 1997
The people’s revolutionary struggle for national liberation and democracy against foreign monopoly capitalism and the local exploiting classes of big compradors and landlords is gaining in strength.

1996

INTERVIEW WITH Prof. JOSE MARIA SISON
By Joel Paredes, Philippine Graphics
22 October 1996
Q1. Are you as optimistic as government over the prospects of the peace talks? What really is the status of the talks?

INTERVIEW OF PROF. JOSE MARIA SISON WITH ASA (Asian Students’ Association) MAGAZINE
11 September 1996

ON ANY OFFER OF POSITION FROM THE MANILA GOVERNMENT
Press Statement
July 27, 1996
I cannot accept any offer of position from the Manila government for the simple reason that to accept it is to violate my principles and my firm position to stand for the people’s struggle for national liberation and democracy.

INTERVIEW WITH JOSE MARIA SISON
By Tex de la Cruz, IBC News, Manila
July 24, 1996
Q1. Today (July 24), the government peace panel headed by Amb. Howard Dee released a statement urging you to come back here. The GRP panel promised that you will be fully protected under the Joint Agreement on Safety and Immunity Guarantees (JASIG). Given those statements, sir, are you willing to return here?
JMS: Earlier, I issued a press statement describing the “welcome” offered by no less than Mr. Ramos as false and insincere and giving the reasons. Herewith is the said statement.

INTERVIEW WITH JOSE MARIA SISON
By Janjan Peneyra, Manila Shimbun and News Asia
24 July 1996
Q1: The Philippine government said that the peace talks is now proceeding towards the “substantial matter”. Is this true and could you please explain what is this “substantial matter” in detail for you.
JMS: The formal meetings of the GRP-NDFP peace negotiations were resumed last June 19 to 26, 1996 in The Hague, Netherlands, with the Dutch government as official host.

RAMOS WELCOME IS FALSE
Press Statement July 24, 1996
In my view, the “welcome” offered by Mr. Ramos for my return to the Philippines is false and insincere.

ON THE EXPULSION ORDER OF THE DUTCH JUSTICE MINISTRY
Press Statement 23 July 1996
My Dutch lawyer and I are appealing the new negative decision of the Dutch justice ministry to the appropriate court in the Netherlands. This appeal prevents the execution of the expulsion order.

INTERVIEW WITH JOSE MARIA SISON
By Lyn Resurreccion, TODAY
July 19, 1996
1. What did the recent GRP-NDF talks achieve? It seems that aside from the release of Llamas, it just delved on technical matters pertaining to security.
JMS: The resumption of the formal meetings in The Hague last June 19-26 was in itself an achievement. It overcame the GRP’s year-long unilateral suspension of these meetings. The GRP had withdrawn from the talks since June 26, 1995 after its own violation of the Joint Agreement on Safety and Immunity Guarantees (JASIG) by detaining NDF consultant Sotero Llamas.

STATEMENT OF ASYLUM-SEEKER PROF. JOSE MARIA SISON ON THE 4 JUNE DECISION OF THE JUSTICE MINISTRY
18 July 1996
I wish to respond to the decision of the Dutch justice ministry signed by the state secretary of justice, E.M.A. Schmitz dated 4 June 1996 and handed down to me only on 18 July 1996 by the Utrecht Aliens Police, denying my request for admission as refugee in the Netherlands and ordering me to leave this country.

MISUARI CAPITULATION IS A BAD EXAMPLE
July 17, 1996
I wish to respond to the so-called challenge of Mr. Ramos that I return to the Philippines in order to follow the example of Nur Misuari and thereby prove my sincerity.

WASHINGTON IS BEHIND THE RAMOS-MISUARI DEAL
July 14, 1996
As Nur Misuari has publicly admitted, he has been pressured by the Organization of the Islamic Conference to surrender completely to the Ramos regime and openly betray the Moro people’s struggle for self-determination.

ON THE RAMOS-MISUARI DEAL
July 11, 1996
It is understandable that the overwhelming majority of the Filipino people, who find themselves in a “zone of peace and development” in the 14 provinces and 9 cities under the Southern Philippines Council for Peace and Development (SPCPD) and who do not belong to the Moro community, are outraged by Ramos’ failure to consult them beforehand about the SPCPD and by the built-in dominance of MNLF representatives within the SPCPD.

TEN YEARS AFTER MARCOS FALL, CAMOUFLAGED STATE TERRORISM CONTINUES
February 24, 1996
Since Marcos was flown out of the country by the US to save him from the wrath of the people ten years ago, Marcos-type state terrorism, puppetry to the multinational firms and banks, bureaucratic corruption and semifeudal exploitation have persisted.

ALMONTE & DE VILLA: UNCOORDINATED GUESSWORK
Press Statement, 9 January 1996
National security adviser Jose Almonte and defense secretary Renato de Villa are both engaged in guesswork about the strength of the New People’s Army.

ON THE COMMUNIST PARTY OF THE PHILIPPINES: REPLY TO QUESTIONS FROM BUSINESS WORLD
(Interview by Sandra Aguinaldo)
December 28, 1995
In answering your questions, I rely on the information stock of the NDFP Negotiating Panel and on the most recent publications of the Communist Party of the Philippines.

ON THE WORST IS STILL TO COME
27 July 1995
Let me express my admiration and support for the tens of thousands of demonstrators who spoke out on the true state of the nation on July 24 in Quezon City and other cities in the country under the auspices of BAYAN, KMU, KMP, LFS, Gabriela and other organizations

ON THE GRP-NDFP PEACE NEGOTIATIONS
(An interview with Prof. Jose Maria Sison by the League of Filipino Students)
14 March 1995
Status of the GRP-NDFP Talks
The exploratory talks between the National Democratic Front of the Philippines (NDFP) and the Government of the Republic of the Philippines (GRP), which started in 1990, have reached the point where formal negotiations are set to begin on June 1 in Brussels, Belgium. Since 1990, there have been important agreements ensuring equality in legal footing and in the interface of the two sides: The Hague Declaration of 1992, The Breukelen Joint Statement of 1994 and the Joint Agreement on Safety and Immunity Guarantees (JASIG) of 1995 and the ground rules. What remains to be discussed and agreed upon before June 1 are the formation, sequence and operationalization of the reciprocal working committees (RWCs).

CONDEMNATION OF STATE BRUTALITY
Press Statement
December 17, 1994
I hereby condemn vigorously the violent dispersal of the militant  but peaceful  demonstrators against the GATT treaty some days ago by the soldiers, police and Senate guards of the US-directed Ramos regime. I share the public outrage at this brutality of the big comprador-landlord state.

ON CARLOS AND BOCAR
Press Statement, 6 December 1994
I have just learned from Manila press clippings that Sixto Carlos,  Jr. and Byron  Bocar  are fully exposing themselves  as  opponents  and adversaries of the leadership and masses of the Communist Party of the Philippines,  the New People’s Army and the National  Democratic Front under the malicious guise of focusing their attacks on my person.

GRP IS NOT REALLY INTERESTED IN TALKS WITH THE NDF
8 November 1994
While hypocritically calling for peace talks, General Ramos  and  other high  officials  of his regime are sending to the  National  Democratic  Front (NDF)  the  clear  message  that the Government  of  the  Republic  of  the Philippines  (GRP)  is not really interested in having exploratory  or  peace talks with the NDF.

ON THE CITIZENSHIP ISSUE
Press Statement
2 November 1994
I  am  a  citizen of the Philippines. As such, I am a citizen  of  the people’s democratic state represented internationally  by   the  National Democratic  Front. I am not a citizen of the big  comprador-landlord state represented by the Ramos government. General Ramos must wake up to  the fact that there are now two state powers contending in the Philippines.

ON THE RAMOS ADMINISTRATION: INTERVIEW with Solidair
By Hilde Vanobberghen
28 August 1994
Q1. : President Ramos has been in power for more than two years. Has his government brought any changes to the Filipino people?
A.: General Ramos has not brought any changes to improve the conditions of the Filipino people. He has aggravated the oppression and exploitation of the Filipino people

ON FELIMON LAGMAN’S “ARREST”
Business World
Interview
By Sandra Aguinaldo
30 May 1994
Q1.: What is NDF’s position regarding Felimon Lagman’s arrest?
JMS: The so-called arrest of Felimon Lagman is not surprising. It is a fake arrest pre-arranged by Lagman and his contacts within the GRP.

INTERVIEW by ABS-CBN TV Program “Inside Story”
16 May 1994
1.Felimon Lagman says that the Politburo has voted to have four opposition leaders liquidated, and that they have monitored three operatives now in Metro Manila to carry out the death sentence.
Answer: Lagman is lying. The leading organs of the CPP have only the authority to undertake disciplinary actions, ranging from reprimand through suspension to expulsion from the Party. Punishments like the death sentence are decided by the People’s Court and not by the Communist Party of the Philippines.

CODDLING OF RENEGADES BY RAMOS REGIME IS GOING TOO FAR
April 26, 1994
The coddling of the renegades by the Ramos regime is going too far. It is prejudicing whatever remains of conversations between NDF and GRP.

ON THE ASSASSINATION THREAT MADE BY LAGMAN
23 April 1994
My attention has been called to the assassination threat made by Filemon Lagman. I take the assassination threat seriously. That is because I have been in receipt of the following reports from the Philippines:

ON THOSE MISREPRESETING THE NATIONAL DEMOCRATIC FRONT
23 April 1994
I have been informed by the National Democratic Front about the character of those issuing the statements in the name of the so-called democratic bloc of the NDF and the so-called NDF-Europe:

ON THE AMNESTY PROCLAMATIONS AND THE MABILANGAN AFFAIR
13 April 1994
For more than a month, I have been away engrossed in research and have not been available for interviews.
The recurrent questions forwarded by those requesting interviews with me pertain to the following: the amnesty proclamations of Ramos and the Mabilangan affair.

INTERVIEW by Anders Davidson of Clarte, Swedish Quarterly, 15 February 1994
Q: Can you give some background information about the intense propaganda that armed clashes are about to break out between “factions” within the CPP?
A: Psy-war agents of the US and Philippine intelligence services have been circulating rumors since 1988 that the CPP is split or is going to split soon. In the rumormongering, the point has been reached since the latter part of 1992 that the false claim is made that worse than a split there are going to be armed clashes soon between the so-called anti-Stalin and “Stalinist” factions.

RAMOS REGIME IS REPREHENSIBLE FOR CODDLING LAGMAN-REYES-TABARA-KINTANAR GANG
Press Statement, January 21, 1994
The Ramos regime is reprehensible for coddling the Lagman-Reyes-Tabara-Kintanar gang and using it for psywar against the CPP, NPA and NDF.

REGARDING THE KILLING OF MARTINEZ
Press Statement, 7 January 1994
First of all, let me express my sincerest condolences to the family of Vicente Martinez.
There are prevalent indications that his killing is the deed of certain men who enjoy the authority and protection of the Ramos regime and who seek to sow intrigue against the national democratic movement.

1993

REGARDING TRAVEL DOCUMENT
22 December 1993
In response to the 21 December 1993 press statement of former Ambassador to Italy Howard Dee, chairman of the negotiating panel of the Manila goverment, I wish to remind him that a preliminary meeting between him and NDF vice-chairman and chief negotiator Luis Jalandoni is necessary so that several important matters can be threshed out before the projected second round of exploratory talks in Vietnam.

THE ASAHI SHIMBUN INTERVIEW WITH JOSE MARIA SISON
Founding Chairman, Communist Party of the Philippines and Chairman of the Center for Social Studies
By Takushi Ohno
Manila Bureau Chief, Asahi Shimbun
19 November 1993
Question 1
. Considering the delays in the ongoing peace process, there is increasing doubt that the peace talks may come about at all. Are both sides back to square one, so to speak? Is the likelihood of formal talks this year getting more remote?

JMS
: To say the least, there is a long way to formal bilateral peace talks between the Manila government and the National Democratic Front.

ON MY APPLICATION FOR POLITICAL ASYLUM
By Jose Maria Sison
19 November 1993
More than five years have passed since I applied for political asylum in the Netherlands on 26 October 1988.

PRESS STATEMENT
4 November 1993
I am happy to be here in Germany. This is the first time that I am allowed to leave The Netherlands and visit another country. I have not been allowed to do so since 1988 (more than five years ago), when I applied for political asylum. I had to go to court two weeks ago in order to get a return visum to the Netherlands and be able to come to Germany.

INTERVIEW by Rote Fahne
27 September 1993
Which international development in class struggle gives such an importance to the broad discussion of the significance of Mao Zedong Thought?
Answer:
The disastrous results of modern revisionism and neocolonialism are clear to everyone. These are major and crucial parts of the current crisis of the world capitalist system.

ON THE TWO PROPOSED AMNESTY PROCLAMATIONS
September 2, 1993
The main and essential objective of the two proposed amnesty proclamations of the Ramos regime is to erase the culpability of its own and that of the Marcos and Aquino regimes for the grossest human rights violations.

ON THE CURRENT PSYWAR OF THE US-RAMOS REGIME
July 18, 1993
The main thrust of the current psyhological warfare of the US-Ramos regime is that the Communist Party of the Philippines is “split”, that its central leadership is based in Utrecht, the Netherlands and is reducible to one person.

CONCERNING THE DENIAL OF MY APPLICATION FOR POLITICAL ASYLUM
Press Statement 2 April 1993
Previously, the Raad van State (Council of State) made a decision dated 17 December 1992 in favor of my application for political asylum. This decision rejected and nullified the earlier decision of the Dutch Justice Ministry on 19 July 1990 denying my application for political asylum.

US-RAMOS REGIME USES RENEGADES
Press Statement/Article, 26 January 1993
General Ramos must stop using and financing his psywar agents and renegade recruits against the Communist Party of the Philippines (CPP) if he is interested in the continuance of the

GENERAL RAMOS REVEALS HIS INSINCERITY ABOUT PEACE TALKS
January 22, 1993
Recent public statements of General Ramos that he wants to pursue a hardline military policy and take advantage of the so-called weakening of the revolutionary forces reveal the insincerity of his regime about seeking peace talks with the NDF.

EXPLORATORY TALKS CAN PROCEED, NUC RESOLUTION IS NOT A SECRET DOCUMENT
Press Statement, 20 January 1993
As a consultant in the exploratory talks between the Manila government and the National Democratic Front, I wish to express the view that, on the part of the NDF, there is no obstruction whatsoever to the second round of exploratory talks between GRP emissary Jose V. Yap and NDF representative Luis Jalandoni in a foreign neutral venue.

INTERVIEW WITH JOSE MARIA SISON
By B. Altamira
[original file date: 17.01.93]
1. The “conflict” in the CPP has been in the press for some weeks now. It is out in the open. How did it all start? How would you describe its essential characteristics?
Answer:
Psywar agents of the US-Ramos regime and certain renegades recruited by them started as early as the last quarter of 1991 to produce articles attacking the basic Marxist-Leninist principles, policies and line of the CPP and slandering the CPP central leadership.

EXPLORATORY TALKS CAN PROCEED BUT GENERAL RAMOS IS WARNED
Press Statement 6 January 1993
The second round of exploratory talks towards formal bilateral peace talks between the National Democratic Front and the Manila Government can proceed. NDF representative Luis Jalandoni is in touch with GRP emissary Rep. Jose Yap.

GENERAL RAMOS SHOULD STOP HIS PSYWAR AGENTS FROM MAKING PERSONAL ATTACKS AGAINST ME
Press Statement 3 January 1993
General Ramos should stop his psywar agents and renegade recruits from making attacks on my person through press statements signed by pseudonyms like Del Mar (PDI Dec. 28, 1992) or Carlos Forte (PDI, Dec. 29, 1992).

1992

REGARDING TALKS IN MANILA AND THE RENEGADE REYES
19 December 1992
In view of the clear stand expressed by the official NDF representative Luis Jalandoni that exploratory talks be held in a foreign venue, it should be evident without any doubt that the CPP, NPA and NDF are solid and united and that the intrigue about Jalandoni willing to talk in Manila is completely false.

DE VERA, REYES AND KINTANAR MUST ACCOUNT FOR KAMPANYANG AHOS
15 December 1992
When I was still under detention by the Marcos regime in 1985, Kampanyang AHOS started to claim the lives of hundreds of members of the Communist Party of the Philippines, fighters of the New People’s Army, mass activists and other people who were suspected of being deep penetration agents (DPA).

SHEER PRETENSE AND RANK HYPOCRISY OF REYES, DE VERA AND KINTANAR
12 December 1992
In their press conference, Ricardo Reyes, Benjamin de Vera and Rollie Kintanar did not face squarely the following issues:

WHY THE US-RAMOS REGIME CANNOT GO ALONG WITH THE NDF
10 December 1992
Let me clarify why under the present circumstances the US-Ramos regime cannot go along with the NDF on any substantive agenda of serious peace negotiations to solve the basic problems of the Filipino people.

INTERVIEW BY AGENCE FRANCE-PRESSE
Attn.: Cecil G. Morella
Agence France-Presse, Manila Bureau
Re : Your questions on 10 December Fax Message
From : Jose Maria Sison
Date : 15:30H NL Time, 10 December 1992
Q1. How does this development affect the prospect and conduct of the peace talks being initiated by the Philippine government?
Answer: The National Democratic Front and the Communist Party of the Philippines continue to be solid organizations and are as always interested in pursuing a just and lasting peace.

Letter to Philippine Daily Inquirer editor-inchief
17 December 1992
Thank you for the fax transmission of the news clipping pertinent to the undersigned.
I wish to request that in any follow up story your news writer quote more accurately and more extensively from my December 15 press statement regarding Kampanyang AHOS. I am therefore resending herewith the statement.

RAMOS IS NOT INTERESTED IN SERIOUS BILATERAL PEACE TALKS
Press Statement
9 December 1992
General Ramos has never been interested in any serious formal bilateral peace negotiations between the Manila government and the National Democratic Front and is currently not interested in pursuing exploratory talks towards these.

STATEMENT OF DENIAL AND CONDEMNATION
8 December 1992
I wish to deny and condemn all the false accusations and personal attacks being made against me, even under my baptismal name, by certain malicious elements who are pretending to be cadres and members of the Communist Party of the Philippines.

INTERVIEW
by PDI’s Juliet Labog
3 November 1992
1. According to the NDF vice-chairman for international affairs, Luis Jalandoni, who represents the NDF in GRP-NDF exploratory talks, the NDF is still waiting from the GRP side through Rep. Jose Yap to give the formal notification of General Ramos’ approval of the joint declaration.

CONCERNING THE UNITED NATIONS AND THE CHANGING WORLD SITUATION
Interview with Jose Maria Sison, 10 October 1992
Q1. In what ways should the UN structures be reformed to serve its purpose in the “after the cold war” era?

NO HONORS FOR THE PROVEN VIOLATOR OF HUMAN RIGHTS
26 September 1992
Ferdinand E. Marcos, has been found guilty of grave human rights violations by a court of law and therefore his ill-gotten estate is liable to the victims of those human rights violations, which include disappearances, summary executions, torture and prolonged illegal detention.

ON THE VICTORY OF THE PLAINTIFFS IN THE HUMAN RIGHTS CASE AGAINST MARCOS
25 September 1992
I am elated by the decision finding former Philippine President Ferdinand E. Marcos culpable for violating the human rights of thousand upon thousands of his countrymen, including myself.

INTEVIEW WITH JOSE MARIA SISON
By Owen Masaganda
September 7, 1992
Question 1: With President Ramos’ order to release Satur Ocampo, Romulo Kintanar and several other political prisoners, do you now consider the government sincere in its efforts to talk peace in the Philippines?

JMS:
Satur Ocampo and Romulo Kinatanar deserve to be released immediately because P.D. 1866 (illegal possession of firearms in furtherance of rebellion) is an oppressive law and the evidence is often planted and false.

ON THE OFFICIAL EXPLORATORY TALKS
Statement 29 August 1992
For some time already, Manila newspapers have repeatedly quoted Rep. Jose V. Yap that he expects to meet with the undersigned Jose Maria Sison, Antonio Zumel and Luis Jalandoni as representatives of the National Democratic Front in the forthcoming official exploratory talks that he wishes to conduct in the Netherlands.

RESPONSE TO THE STATE OF THE NATION ADDRESS OF GENERAL FIDEL V. RAMOS
28 July 1992
In his state of the nation address, General Ramos sees a great deal of the ills of Philippine society but he does so with the eyes of someone bent on preserving the oppressive and exploitative system and someone giving himself the low floor level for subsequent claims of achievement.

INTERVIEW OF JOSE MARIA SISON WITH PHILIPPINE PANORAMA
25 July 1992
1. Without compromising your personal security, what exactly is your role in the current revolutionary movement in the Philippines? From time to time, you speak for the leftist movement in RP. In what capacity do you do so?

JMS:
I consider myself one of the articulators of the Filipino people’s movement for national liberation and democracy against foreign and feudal domination.

MESSAGE TO GENERAL RAMOS:
DESIST FROM SEEKING SHORT-TERM PSYWAR GAINS
Press Statement, July 18, 1992
As far as I know, there is nothing clear and definite about the much-reported plan of the delegation of Rep. Jose Yap, Rep. Jose de Venecia and Bernabe Buscayno to meet with the representatives of the National Democratic Front in the Netherlands.

ON RAMOS’ “PEACE” OFFER
June 13, 1992
Regarding the question of peace in the Philipppines, General Ramos is not saying anything new.

ON THE 1992 ELECTIONS, THE US BASES AND RELATED ISSUES
An Interview of Jose Maria Sison
By Edgar F. Arbozo, writer of Philippine Dispatch
03 May 1992
[original file date 5.03.92]
1. Re: the national elections:
a. Please give your view on the coming May elections?
JMS: There is actually a monopoly of the electoral process by the ruling classes of big compradors and landlords even as these are divided into factions calling themselves parties. There is a contest of personalities and factions of the same upper classes rather than of clearly different ideologies and programs. The popular demands for full national independence, respect for human rights, substantive democracy, development and social justice are not being addressed by the frontrunning political parties of the system.

CPP BELIES CLAIMS OF AFP
Press Statement, 7 January 1992
The most responsible journalists have accurately referred to me as the founding chairman of the Communist Party of the Philippines (CPP) and currently as a consultant of the National Democratic Front (NDF) in exploratory talks about peace talks with the US-Ramos regime.

1991

Press Statement, 28 October 1991
I wish to protest the collaboration of the US Central Intelligence Agency and the Dutch Binnenlandse Veiligheidsdienst (B.V.D.) in acting against the rights of Filipino political refugees and asylum seekers in the Netherlands, including myself.

JUSTICE AND PEACE REVIEW INTERVIEW RE US MILITARY BASES AND PEACE TALKS
7 October 1991
1. Please give a brief account of your stand for the withdrawal of the US bases in the country.
JMS:
Since my high school days in the fifties, I have been for the withdrawal of the US military bases out of a sense of patriotism and a basic understanding of the Filipino people’s national sovereignty and Philippine territorial integrity. I have benefitted from an anticolonial and anti-imperialist tradition in my family, the teaching on patriotism in the public school and the anti-imperialist and antibases pronouncements of Claro Mayo Recto in the 1950s.

NDF REASONS FOR END OF CEASEFIRE ARE DEFINITELY VALID AND STRONG
Press Statement, Amsterdam, 22 September 1991
The declaration of the National Democratic Front to end its unilateral nationwide ceasefire order to all units of the New People’s Army has come to my attention. In my opinion, the two major reasons given for ending the ceasefire are definitely valid and strong.

AGAINST DISINFORMATION
Press Statement, 20 September 1991
I hereby denounce the disinformation being spread that I wish to return to the Philippines and serve as mediator in peace talks between the National Democratic Front (NDF) and the Government of the Republic of the Philippines (GRP).

FOR THE IMMEDIATE TURNOVER OF THE US MILITARY BASES UPON REJECTION OF THE DRAFT TREATY BY PHILIPPINE SENATE
Press Statement, Amsterdam 16 September 1991
In accordance with its own constitution, the Philippine government cannot allow US military bases to stay one day longer in the Philippines after September 16, 1991 in the absence of a treaty allowing them.

ON THE INITIALLING OF THE DRAFT US-RP MILITARY BASES TREATY
Press Statement, 29 August 1991
Mindful of the people’s national sovereignty and the integrity of the motherland, I join all Filipino compatriots in condemning as an act of treason the initialling of the draft US-RP Military Bases Treaty by the executive arm of the Philippine reactionary government.

ON THE RENEWED CAMPAIGN OF VILIFICATION AGAINST MY PERSON
Press Statement, 20 July 1991
I am not surprised by the renewed campaign of vilification against my person concerning the Plaza Miranda bombing in 1971.
