COMMENT ON DUTERTE CORRUPTING THE AFP AND PNP
AND TURNING THEM INTO HIS PRIVATE ARMY
Duterte has furthered the corruption of the Philippine National Police by giving cash rewards and promotions to police officers for killing supposed drug users and pushers in urban and rural poor communities. In the process, he has turned the PNP into his private army by making the police officers complicit with him in committing mass murder and misappropriating public funds at the rate of 10,000 to 20,000 pesos per victim.
Now, he is boasting of committing the same type of crime with the AFP officers and the CAFGU personnel as his accomplices. He is offering 25,000 pesos for every suspected NPA fighter shot to death or if a woman shot in the vagina and rendered useless. He is also urging the Lumad to kill each other so that they can be relocated and the mining, logging and plantation companies can take over their ancestral domain.
Acting like the chieftain of a criminal gang, the fascist dictator obtains the personal loyalty of AFP and CAFGU officers and personnel by involving them in mass murder and bribing them with cash, promotions and other rewards. Thus, Duterte converts the AFP and CAFGU into his private army for committing crimes and supporting his fascist dictatorship.
We can expect the AFP, PNP and CAFGU to commit massacres all over the country on the pretext of waging war against ¨drug addiction¨ and ¨terrorism¨and under the orders, incitations and giving cash and promotions as rewards by Duterte. Therefore, it is the duty of the Filipino people to defend themselves against Duterte´s scheme of dictatorship, death and destruction.
Duterte has described as the cheapest way to get rid of the NPA is to mobilize civilians to kill NPA suspects by paying them the paltry amount of 25,000 pesos for everyone killed. The problem with Duterte´s solution is that the military and CAFGU will keep on raising their income by fabricating and killing so many NPA suspects, resulting in massacres and violations of human rights and international humanitarian law.
The cheapest, most beneficial and best way to solve the nearly 50 years of armed conflict in the Philippines is to engage in peace negotiations, address the root causes of the armed conflict and work out comprehensive agreements on social, economic and political reforms in order to lay the basis for a just and lasting peace.
But Duterte is obsessed with scapegoating the CPP and NPA as pretext for realizing his scheme of fascist dictatorship through martial law and railroading of a pseudo-federal constitution by a constituent assembly of pork barrel plunderers. There will be a bigger civil war in the Philippines if Duterte succeeds in concentrating powers in his hands as a fascist dictator on top of an overexpensive layer of regional governments run by corrupt bureaucrats, big compradors, landlords, dynasties and warlords.
