The output of the Puno-headed consultative commission is merely recommendatory to the Constituent Assembly, the body favored by Duterte to railroad the pseudo-federal constitution. Duterte is actually afraid of using the pseudo-revolutionary government maneuver favored by the Marcos clique and its aging Soldiers of the Filipino People.
The turmoil and breakup will certainly occur after the railroading of a pseudo-federal constitution in which all powers are overconcentrated in the hands of the fascist dictator Duterte who will lord over an overcostly layer of regional governments run by corrupt bureaucrats, big compradors, landlords, dynasties and warlords.
But those who make threats that various regions will declare their own republics or their master Duterte will have to declare a pseudo-revolutionary government which simply junks the 1987 Constitution (a product of the process of overthrowing the Marcos fascist dictatorship) are unwittingly rousing the people to rise up earlier and faster to oust the Duterte regime.
At any rate, they are unwiittingly encouraging the rapid rise of the movement against tyranny, the broad united front of all patriotic and democratic forces and the armed revolutionary movement of the people to oust the US-directed Duterte regime before it establishes either a pseudo-revolutionary government or a pseudo-federal constitution.###
